32 | Drinking water was available both indoors and outdoors. For infants under 12 months of age, parents provide personal bottles prepared at home. Infants aged 12 to 24 months have access to meals prepared onsite in the facility’s kitchen and served in their classrooms. The Director stated that, at a parent’s request, children under 12 months may have water from the center’s filtered water system. The facility provides meals and snacks for children aged 12 to 24 months, while meals for children under 12 months are provided by parents. Menus are posted at least one week in advance where an authorized representative can view them.
Capacity and limitations as specified on the license were being maintained. At least one person trained in CPR and Pediatric First Aid was present when children were at the facility or during offsite activities. The name of the child care center director or fully qualified teacher designated to act in the director’s absence has been reported to the Department. All children were under supervision, including visual supervision, of a teacher at all times, and the facility meets teacher-child ratios. LPAs reviewed a sample of children’s files and observed that files were complete with contact information for authorized representatives and medical assessments. Infant files reviewed included Infant Needs and Services Plans and Individual Infant Sleeping Plans. LPAs also reviewed a sample of staff files and observed that files were complete with health screenings, immunization records for influenza, pertussis, and measles, and current documentation of completed mandated reporter training. Staff providing care to infants meet the education requirements.
LPAs discussed the Community Care Licensing website at www.ccld.ca.gov, which provides access to resources such as forms, regulations, Provider Information Notices (PINs), and Quarterly Updates. LPAs discussed reporting requirements as outlined in the regulations under Section 101212. The Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum per day for a maximum of five days, or if the penalty is for a repeat violation, for a maximum of 30 days per person, will be assessed if this regulation is violated.
