On 3/24/23 Licensing Program Analyst (LPA) Joseph Pacheco arrived at the facility to conduct an unannounced case management inspection. LPA met with Teacher, Danna Osborne, took a census and toured the facility indoors and outdoors. When facility was licensed in 2013 they were licensed for Classroom 34 but is now requesting to use Classroom 29. The facility is located on the campus of Dunlap Elementary School. Facility operates on a traditional school year schedule. Hours of operation are Monday - Friday, 8:00am - 2:00pm.
Measurements were taken of Classroom 29. The total inside area measured to an approximate 850 square feet which will accommodate the licensed capacity of 24. Facility shares a boys and girls bathroom with kindergarten children and has an approved waiver on file. The bathrooms are located outside the classroom around the corner. Staff understands that children are to be escorted to and from the bathroom at all times and that preschool children are not to use the bathroom at the same time as kindergarten children. LPA observed 4 sinks and 4 toilets in the girls bathroom. 4 sinks, 6 urinals and 2 toilets were observed in the boys bathroom. LPA observed one sink in the classroom. Teacher stated that the program offers breakfast and lunch. Food is prepared at the Dunlap Elementary School cafeteria and delivered to the facility daily. Ill children will be isolated in the staff office, which is adjacent to the preschool classroom in its own separate area and use the staff bathroom. Cleaning supplies are kept in the supply cabinet on a high shelf which is inaccessible to children.
LPA observed Classroom 29 to be clean and free of toxins. LPA observed that the furniture and equipment in the classroom appeared to be safe and in good condition. LPA observed the children’s cubbies to be built into the wall so they can not be tipped over. LPA observed that the center has a working carbon monoxide detector installed and a fire extinguisher. LPA observed that there are plenty of tables and chairs and sleeping mats. LPA observed plenty of age appropriate items & toys in the classroom. LPA observed one drinking fountain in the classroom.
Facility is still utilizing the same outdoor play area they have been licensed for. Facility shares an outdoor play area with kindergarten children and is in the process of obtaining a waiver.

Facility understands that preschool children are not to use the outdoor play area at the same time as kindergarten children. LPA observed a play structure with multiple slides and a shade structure built in. Mature trees provide additional shade. LPA also observed a sand box and a grass area. There is one storage shed outside for the preschool toys and equipment which is kept locked at all times. LPA reminded Teacher to make sure they have visual supervision of children at all times. The playground equipment appeared to be in a safe condition, free of any sharp, loose or pointed parts. LPA observed one drinking fountain in the outside play area. Teacher stated that facility also utilizes a third party water service through Culligan to provide water for children who bring their own water bottles from home.
A fire clearance for 24 preschool children was received and granted by the Fresno County Fire Department on 2/16/23.

Pending a final file review a recommendation will be made to license Classroom 29 for the above facility for a capacity of 24 preschool children.
