On 11/05/2024 Licensing Program Analyst (LPA) Julio Rodriguez, conducted an unannounced Annual Inspection for the preschool license. LPA met with Director, Jeni Stevens, and toured the facility indoors and outdoors. Days and hours of operation are Monday – Friday 6:30am – 6:00pm. Director verified facility phone number is (559) 298-7880.

There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. During the inspection, a large bottle of cleaning formula was observed under an unlocked cabinet in one of the pre-school classrooms. A teacher was advised, and cabinet was immediately secured. All other disinfectants, cleaning solutions, medication and other hazardous items were observed to be inaccessible. Fire drill log was reviewed, and LPA Rodriguez observed that last drill was conducted in October of 2024. Furniture and equipment are in good condition, free of sharp, loose or pointed parts. Classrooms contained plenty of toys and materials for activities and teachers were observed interacting with children. Playground equipment is in safe condition, free of sharp, loose or pointed parts. Playground structure is surrounded by pour-in-place rubber cushioning material to absorb falls. Shade is provided through a shade structure which has cushioning pads at the poles. The surface of the outdoor activity space is maintained in safe condition and is free of hazards. Toilets and handwashing facilities in the classrooms were observed in safe and sanitary operating condition. Floors in the facility are clean and safe.

All kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. Drinking water is available both indoors and outdoors. Children personal water bottles were observed in the classrooms. The facility is free of flies, insects, and rodents.

Facility has one or more functioning carbon monoxide detectors and fire extinguishers that meet statutory requirements. Capacity and limitations as specified on the license are being maintained. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at offsite activities. The name of the child care center (CCC) director or fully-qualified teacher(s) designated to act in the director’s absence has been reported to the Department.

There is currently a waiver on file permitting this facility to utilize an electronic sign in and sign out application. Parents and authorized representatives use the application device and software to record the time of day the child is being dropped off and picked up. Facility meets teacher child ratios. All children are under supervision, including visual supervision, of a teacher at all times. LPA Rodriguez reviewed a sample of children’s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment. LPA Rodriguez reviewed a sample of staff files and observed files were complete with health screening, immunization records for influenza, pertussis and measles and current documentation of completed mandated reporter training. Menus are posted at least one week in advance where an authorized representative can view them.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Upon notification from the Department, the licensee will comply and act immediately to terminate the employment of, remove from the facility or bar from entering the facility for any person it is deemed necessary while the Department considers granting or denying an exemption.
Incidental Medical Services (IMS) are currently being provided. Facility has an IMS plan on file. LPA and Licensee discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.

Exit interview conducted and report was reviewed with Director, Jeni Stevens. This report shall be made available to the public upon request. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
