On 06/23/2026, Licensing Program Analyst (LPA) Ka Vang and Licensing Program Manager (LPM) Kari McWilliams met with Program Director Mai Kue Chang, Site Supervisor Rebecca Wilson, and Assistant Site Supervisor Maria Blancas. During today’s meeting, LPA and LPM delivered the findings regarding the above listed allegations.

During the investigation, LPA conducted a facility inspection and observations of the facility. LPA interviewed staff members, daycare children, and other involved parties, conducted a review of records, and obtained copies of facility documents. Based on interviews, it was confirmed that a staff member yelled at a daycare child and handled the child in a rough manner.

Based on the investigation, the preponderance of evidence has been met that a staff member yelled at and handling a daycare child in a rough manner; therefore, the above allegations are found to be SUBSTANTIATED.

Based on interviews, the licensee did not comply with the section cited above. During the investigation, LPA conducted interviews, and it was confirmed that staff member yelled at and handled a daycare child in a rough manner. This poses a potential health, safety, and personal rights risk to children in care.
