On 12/8/2022 an unannounced complaint visit was conducted by Licensing Program Analyst (LPA) Stefanie Galvan. LPA met with Director, Sandra Fierro and toured the facility. A census was taken. LPA reviewed the above listed allegation with the director. The purpose of today’s visit was to open the above complaint investigation. The investigation consisted of interviews with the director, staff and classroom observations. Based upon information and interviews conducted, the preponderance of the evidence standard has been met, therefore the above allegations are found to be SUBSTANTIATED. The investigation revealed that the facility is not properly heating the child care areas for children's comfort. LPA observed two classrooms with portable heaters that were accessible to children. LPA also observed the room temperature to be 64 degrees, lower than the regulation requirement. This facility's main heating system is out of order and has not been scheduled for repair for over six months.
California Code of Regulations, Title 22, Division 12, Chapter 1, are being cited on the attached LIC 9099D. An exit interview was conducted. A copy of this report and appeal rights were provided. A Notice of Site Visit Form was posted on parent's board and must remain posted for 30 days.

Facility is to prepare a time line plan informing when and what steps will be taken to repair the heating system from the church administration and/or EOC maintenance department. Facility to submit this plan to CCL office by POC due date.

Based on observation and interviews, this was proven to be true when LPA observed the temperature thermostat to be only 64 degrees. This may pose a potential risk to the health, safety, or personal rights of children in care.

Facility is to obtain proper portable heaters that are child-safe and make these heaters inaccessible to children in care. Facility will submit proof of corrected space heaters and their placements to CCL office within the due date.

Based on observation by LPA this facility has began using space heaters that are not child-safe. LPA observed two heaters that were placed on the carpet of the rooms and within the reach of children. This poses a potential risk to the health, safety or personal rights of children in care.
