On January 21, 2026, Licensing Program Analyst (LPA) Miguel Herrera conducted an unannounced complaint inspection. LPA met with Director, Ezula Avila. The purpose of the inspection was to deliver the findings regarding the above complaint allegations. A tour of the facility was conducted, and census was taken. During the course of the investigation LPA Herrera conducted facility observations, interviews and reviewed facility records to gather information to investigate the above allegations.
This agency investigated the complaint alleging that the facility staff are not background cleared to care and supervise day care children, staff do not meet the qualifications to care and supervise day care children and that staff are operating out of ratio.
Based on interviews and records obtained, it cannot be determined if there were uncleared adults at the facility providing care and supervision to daycare children; therefore, this agency determined that the allegation is UNSUBSTANTIATED, meaning that although the above allegation may have happened or is valid, there is not a preponderance of evidence at this time to prove the alleged violation did or did not occur.

LPA Herrera reviewed staff qualifications and conducted interviews. Interviews conducted revealed inconsistent statements regarding whether unqualified staff were used in the capacity of fully qualified teachers. Therefore, although the allegation above may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.

Although LPA Herrera was unable to observe the facility to be operating out of ratio, during records review LPA Herrera observed commingling and improper staffing for the number of children enrolled in the facility. Based on those findings, LPA Herrera was unable to determine with certainty whether the facility was operating within or out of ratio. Therefore, although the allegation above may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.

Per California Code of Regulations, Title 22, Division 12, Chapter 1, no deficiency cited. Exit interview conducted and report was reviewed with Director, Ezula Avila. This report shall be made available to the public upon request. A notice of site visit was given and must remain posted for 30 days.
