On 07/06/23 Licensing Program Analyst (LPA) Denisia Jimenez arrived at facility to conduct an unannounced Annual Required Inspection. LPA met with Program Manager, Barbara Daniel and Malik Turner Site Manager toured the facility. The facility consists of 1 infant classroom. This facility operates from 7:30am-5:30pm, Monday-Friday year-round. LPA confirmed facility has a working telephone number of 559443-4858. LPA observed 4 infants in Classroom with 1 teacher and 1 instructional aide. Facility was operating within their ratio requirements. LPA observed all required postings. All individuals present have obtained a criminal record clearance. Facility has a learning genie app where parents are able to receive messages.

LPA observed the playground area utilized by infants is surrounded by a brick wall. The outdoor surfaces are safe for the infants. LPA observed that the outdoor equipment is age appropriate (0-2years old) and in good condition. Shade is provided by a patio and trees all over the grass area. Currently, the grass area isn’t being utilized due to the grass being re-seeded. The grass area is taped off where the infants can’t play in it. Program Manager stated that there are no bodies of water present in the facility, LPA did not observe any bodies of water. Furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts and all equipment appeared fine during the inspection. Program Manager stated that there are no weapons on the premises. The toilets and hand washing facilities are in safe and sanitary operating conditions.
During the inspection, LPA observed in the classroom 6 cribs, 1 changing table 1 with1 sink next to it, 1 toilet and 1 sink in the restroom, and 6 cubby holes for infants to put their belongings.
Food menus were reviewed, The Program Manager stated they are posted at least one week in advance and posted for parents to see. The parents provide Formula and is brought to the classroom and stored in the cabinet. Bottles are labeled with the infant’s name, date, and time each day. Infants are provided with Breakfast, Lunch and PM Snack. Food is brought over from vended meal services and infants get to eat family style in their designated classroom. All kitchen, food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin.

All food is protected from contamination. Infants are provided with drinking water and paper cups. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. Facility has functioning smoke detector/carbon monoxide detector and a complete first aid kit.

LPA reviewed 2 infant files. Infants Record was reviewed for completeness and inspection of required forms was made. LPA reviewed the 15-minute check sleep log for all infants in care. LPA reviewed 2 staff files and observed files were complete with health screening, immunization records for influenza, pertussis and measles and current documentation of completed mandated reporter training. All 2 staff have a current CPR and First Aid certification. Director understands that there shall be at least one person, with valid CPR and First Aid certifications, on site at all times or present during off-site activities (field trips). The name of the childcare center director or fully qualified teacher(s) designated to act in the director’s absence has been reported to the Department. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. LPA observed the sign in/out sheet was up to date with parent’s signatures. All children are under supervision, including visual supervision, of a teacher at all times. There is a ratio of one teacher supervising no more than four infants in care.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. This facility did not have to test for lead due to the building being constructed after January 1, 2010.
LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee the director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on
