32 | Drinking water is readily available both indoors and outdoors. Water is provided via individual sippy cups, disposable cups, parent-provided water bottles, filtered water pitchers, dispensers, and indoor/outdoor water fountains.
The facility provides meals, including breakfast, lunch, and supper, in accordance with a third-party food program. Meals are prepared on-site, though parents also have the option to send food from home. Weekly menus are posted in a visible location for authorized representatives to view.
The facility is operating within the capacity and limitations stated on the license. At least one staff member with current CPR and Pediatric First Aid certification is present during operating hours and off-site activities. The designated director and fully qualified staff members acting in their absence have been reported to the Department.
All children are under visual supervision at all times, and the facility meets required teacher-to-child ratios. A sample of children’s records was reviewed and found to include complete contact information for authorized representatives and emergency contacts, along with medical assessments. A review of staff files confirmed the presence of required documentation, including health screenings, immunization records (influenza, pertussis, measles), and current mandated reporter training certificates.
LPA discussed the Community Care Licensing Division website (www.ccld.ca.gov), which provides access to regulations, forms, Provider Information Notices (PINs), and quarterly updates.
Reporting Requirements under Title 22, Section 101212, were reviewed. LPA reminded the Director that all adults aged 18 and older, including employees and volunteers (unless exempted by Health and Safety Code §1596.871), must obtain criminal record clearance or an exemption prior to being present in the facility. A civil penalty of $100 per day, per person (up to 5 days, or up to 30 days for repeat violations), may be assessed for noncompliance.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires that all licensed child care centers constructed before January 1, 2010, test their drinking and food preparation water for lead contamination by January 1, 2023, and every five years thereafter. Facilities licensed after July 1, 2022, must complete testing within 180 days of licensure per Written Directives Section 101700 (PIN 21-21.1-CCP). LPA verified that this facility completed lead testing as required and referred the Director to the Department’s lead testing webpage at www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information.
