25 | On November 15, 2021, Licensing Program Analyst (LPA) met with licensee, Nancy Fuller. LPA conducted a case management inspection. During today's inspection, LPA toured facility inside and outside, took photographs, conducted interviews, reviewed children's files, reviewed staff files and took a census.
LPA received unusual incident reports dated October 26, 2021 and November 5, 2021. The two unusual incidents involved inappropriate touching between two children. On October 26,2021 the incident involved child #1 and child #2. During nap time, child #1 and child #2 cots were placed next to each other. Per interviews, the children were placed two inches apart. Staff #1 was providing care and supervision to the napping children. Staff #1 walked a child to the doorway to visually supervise a child walking down the hallway to the Orange classroom, where the restroom is located. While watching the child walk down the hallway, child #1 took pulled down the pants of child #2. Child #1 was touching child #2 inappropriately with a toy spatula. Child #2 said, "teacher." Staff #1 looked towards child #2 and observed the inappropriate touching. Staff #1 observed child #2's pants under the buttock area. Staff #1 spoke to staff #3 while standing in the doorway, asking " did I just see what I saw."
After this incident, staff were verbally informed to keep constant visual supervision of child #1 when playing with other children, move napping area to an area where only child #1 would be napping and do not have children napping in that area. Staff were provided verbal directives on October 26, 2021 and on October 27, 2021.
