25 | Licensing Program Analysts (LPAs) Aurelio Mendoza and Jose Ruiz conducted an unannounced Case Management – Incident inspection on 06/29/2026. LPAs met with Director Lindsi Pipkin, conducted a census, toured the facility, and explained the purpose of the inspection was to follow up on a self-reported unusual incident submitted to Child Care Licensing on 05/01/2026 regarding concerns involving school-age children and personal boundaries.
Director Lindsi Pipkin reported the facility received a parent concern that a child required reminders regarding appropriate personal boundaries with peers. Staff immediately addressed the concern by providing guidance and redirection to the children involved, reinforcing expectations regarding personal space, and submitting the required unusual incident report to Child Care Licensing.
During today's inspection, LPAs interviewed staff and children, reviewed records, and observed program operations. Interviews were consistent in identifying that staff actively supervise children, promptly intervene when personal boundary concerns arise, and reinforce respectful peer interactions through age-appropriate guidance. Observations and records reviewed confirmed the facility was operating within required staffing ratios, with one qualified teacher supervising ten school-age children. Director Lindsi Pipkin and staff described active supervision practices, including zoning, scanning, continuous monitoring, and timely intervention.
Based on interviews, observations, and records reviewed, available information supports that the facility responded appropriately to the reported concern, maintained required supervision, and followed applicable reporting requirements. The information obtained during today's inspection did not identify a violation of Title 22 or indicate a risk to the health, safety, or personal rights of children in care. In a consultative manner, LPAs discussed the continued use of active supervision and proactive reinforcement of healthy personal boundaries to support the ongoing safety and well-being of all children in care.
Per Title 22, Division 12, Chapter 1 of the California Code of Regulations, no deficiencies are cited. An exit interview was conducted with Director Lindsi Pipkin. LIC 9213 Notice of Site Visit was issued and must remain posted for 30 days. This report shall be made available to the public upon request.
