On 08/07/2020, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an announced Prelicensing inspection for a change of location and met with Preschool Director, Sarah Page. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on the premises of Wesley United Methodist Church at 1343 E. Barstow Ave in Fresno, CA. The licensee is also requesting a decrease of capacity from 55 to 30 preschool children. This program will operate year-round from 7:30 AM to 5:30 PM Monday through Friday. This program will operate in two classrooms labeled #1 and #2. Licensee will provide a morning and afternoon snack and parents will bring lunch for their children. Licensee has a plan in place in case parents forget to bring lunch. Ill children and staff will utilize the bathroom located in classroom #1. Ill children will be isolated in the directors office.

Room measurements were taken and reviewed with Sarah. LPA notified Sarah that the measured space will only allow for 21 children to be in the facility at once. Sarah stated that this will work and updated her application LIC 200A. A new fire clearance would need to be sent out to meet the newly requested capacity. The total area for the preschool classrooms were measured to an approximate 737 square feet which will accommodate the new requested capacity of 21 preschool children. There is adequate storage space available for children's belongings. Outdoor storage is available for toys and equipment. Toys and equipment are age appropriate. There is a total of 2 toilets and 3 sinks/hand washing fixtures which will accommodate the requested capacity. There is a changing table in the children's bathroom since licensee is providing potty training. This sink will not to be used for food preparation. Facility will utilize a water dispenser with disposable cups for drinking water.

The approximate outside square footage is 3,216 which will accommodate the new requested capacity of 21 preschool children. There are age appropriate toys outside for children to play with. There is no play structure on site. There is plenty of grass and licensee is using mature trees to provide shade. Licensee stated that she will get a permanent shade structure but will get pop up shade structures in the meantime.

A fire clearance for 30 children was granted from the Fresno Fire Department on 07/14/2020. A new fire clearance will be sent out for the new requested capacity of 21 children.

The following items must be completed prior to issuing a license by 08/21/2020.

Classroom #1/#2

Anchor cubbies and all other storage cabinets for children’s safety
Get window screens
Get water dispenser with disposable cups for both classrooms
Get 21 sleeping mats/cots
Submit new application and fire clearance to reflect the new capacity of 21 preschool children.

Play yard

Get a bigger tarp for the sand box
Cover the hole on the bottom of the fence
Check the wood panels on building.

Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 21 preschool children.
