On 10/03/2020, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an announced prelicensing inspection and met with Administrator, Marco Brewer & Site supervisor, Joslyn D Dixon. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on 750 Sierra Avenue in Clovis, CA. Dean Knoll did a Change of Ownership to Marco Brewer who is requesting a capacity of 70 preschool children. This program will operate year round from 6:30 AM to 6:00 PM Monday through Friday. This program will operate in classrooms labeled #1 &#2. Breakfast, Lunch, & a snack will be provided. The food will be prepped in the kitchen and delivered to the classrooms. There is hot running water in the kitchen. Staff will utilize the staff bathroom located next to the office. Ill Children will be isolated in the Directors office and will use the staff bathroom. The classrooms were observed to be clean and free of toxins. The cleaning items will be stored in the janitors closet which is locked. The classrooms will have cleaning solution stored in high cabinets. LPA observed that the furniture and equipment appeared to be safe and in good condition. A working carbon monoxide is installed in each classroom. Licensee currently has a sanitation table in the reception area and stated that they do wellness checks every morning during drop off and take the children's and staffs temperatures.

Room measurements were taken and reviewed with Marco & Joslyn. The total inside preschool area measured to an approximate 2,453 square feet which will accommodate the requested capacity. There is adequate storage space available for children's belongings. Toys and equipment are age appropriate. LPA observed that there were enough cots. Marco stated that bedding/sheets get washed every week. There is a total of 7 toilets and 9 sinks/hand washing fixtures which will accommodate the requested capacity. There are water fountains inside each classroom and outside for drinking water.

The approximate outside square footage for the preschool area is 7,016 which will accommodate the requested capacity of 70 Preschool Children. Licensee will share the playground with the school age children on separate schedules.

The preschool play area is gated and has its own age appropriate play structure. Licensee is using sand to cushion the fall zones. There is a shade structure to provide shade. There is a separate grass area that's gated. There is a storage area for children's equipment. LPA reminded licensee to provide adequate supervision at all times.

A fire clearance for 70 preschool children was received and granted by the City of Clovis Fire Department on 08/26/2020.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. The following items must be completed prior to issuing a license by 10/17/2020.

Classroom

  • Anchor big cabinets and wooden furniture to prevent from tipping over.
  • Submit proof that licensee has enough chairs & tables for the requested capacity.
  • Fix baseboard in Classroom #1
  • Repaint the bathroom metal Sink Holders since rust is showing.
  • Repaint the bathroom stall doors since rust is showing.
  • Make sure the baseboard around the center is installed correctly
  • Please fix the wallpaper since it's peeling off the wall.
  • Clean air vents.
Play yard
  • Shave all the threads bolts to a recommended size of 3/4 around the fence.
  • Repaint the wooden baseboard around center since paint is chipping off.
  • Repaint play structure since rust and metal is showing.
  • Make sure bushes next to the west wall are trimmed or cut low to not impede visual observation at all times.
  • Fill in the holes with dirt in the grass fenced play area.
  • Get new window screen outside classroom #3.
  • Clean toys since they have spider webs and are dirty before children arrive at center
  • Fill in Fall zones with more wood chips to prevent tripping injuries.
