On 11/15/2021, Licensing Program Analysts (LPAs) Juvenal Moctezuma & Nancy Her conducted an announced Prelicensing inspection and met with Site Supervisor, Lisa Antaramian. LPAs explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on 3920 N. First St in Fresno, CA. Lisa is requesting a school age capacity of 30 school age children. This program will operate year round from 6:30 AM to 6:00 PM Monday through Friday. This program will operate in Preschool classrooms #10 & #11.

Breakfast, lunch, & a PM snack will be provided by the center. Lisa stated that the food is prepped in the kitchen and children go into the cafeteria to eat their food. The cafeteria is also going to be used by preschool children so Lisa stated that they will be staggering their eating schedule so children are not commingled and there is enough time to sanitize the cafeteria. Lisa stated that the church has a janitor that cleans the classrooms during after hours. The cleaning supplies will be stored underneath the children's sink in classroom #10 or be kept in locked cabinets. LPAs observed disinfecting solutions & hand sanitizers to be out during the inspection. Lisa removed the items and stored them in areas that are inaccessible to children. The cabinets have a lock in place to prevent children from having access. The cafeteria was observed to have plenty of tables & chairs. Lisa stated that there is always a staff inside the kitchen and children are never allowed to go inside without adult supervision. There is a refrigerator, microwave and hot running water in the kitchen along with more cleaning supplies. Staff will utilize the staff bathroom located next to the Site supervisors office which will remain closed and inaccessible to children at all times. Ill children will be isolated in the site supervisors office and use the staff bathroom.

The classrooms were observed to be free of toxins. LPA observed that the furniture and equipment appeared to be in good condition. LPA observed the paint to be chipping from the classroom walls and reminded Lisa to repaint the classroom. LPA reminded applicant to not store anything on top of the children's cubbies or tall bookcases that could potentially fall on the children. Lisa understood. LPA observed a working carbon monoxide inside the center. Lisa stated that teachers conduct wellness checks every morning during drop off and take the children's and staffs temperatures before entering the classroom.

Room measurements were taken and reviewed with Lisa. The total inside preschool area measured to an approximate 925 square feet. Lisa stated that she will amend her paperwork and will only request a total of 24 school age children. Lisa will add more tables and chairs in both classrooms along with cubbies so children can place their belongings in them.

Lisa will obtain age appropriate toys and equipment for the school age children. The school age bathrooms are right in front of the classrooms inside the cafeteria building which consists of 1 toilet & 1 Sink in each bathroom. Lisa stated that the door leading to the cafeteria will have a latch in place from the inside of the cafeteria so children don't have access to it. Lisa stated that each classroom will have a water igloo with disposable cups to be used for drinking water. A water jug will be used for the outdoor play area.

The approximate outside square footage for the school age area is 4,322 which will accommodate the 24 school age. The play area has a fence that goes around. Lisa stated that play structure is being remodeled. LPAs suggested for Lisa to get a playground inspector since the playground doesn't have an age appropriate sticker. There is plenty of shade area and 6 benches so children can sit and rest. Lisa is using rubber mulch to soften the fall zones. There is grass and trees that provide additional shade. Lisa stated that the playground will be shared with the maverick program. A waiver will be submitted and pending approval. LPAs reminded Lisa to provide adequate supervision at all times.

A fire clearance for 128 children was received and granted by the Fresno Fire Department on 10/20/2021. An amended fire clearance will be required to meet the newly overall requested capacity of 101 children.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. The following items must be completed prior to issuing a license by 12/01/2021.

Preschool

  • Repaint classrooms since paint is chipping off.
  • Make cleaning supplies inaccessible to children.
  • Get outlet covers
  • Get more tables & Chairs to meet the newly requested capacity of 24 school age children.
  • Get igloo/pitcher for all classrooms so children have water readily available to them along with disposable cups & cup dispensers.
  • Anchor all cubbies and tall book cases to prevent any injuries.
  • Get Additional cubby spaces so children can store their belongings.
  • Licensee needs to make sure the gate leading to the maverick classrooms is closed at all times.
  • Submit plans of when bathrooms will be remodeled and be ADA compliant.
  • Get age appropriate sticker and repaint play structure.
  • Repaint metal gate around play area.
  • Make piping/sprinkler system inaccessible to children.
  • Replace windows in both classrooms since the windows are like slats that can be opened.
  • Get amended fire clearance & Additional licensing documents.

Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 51 preschool children.
