NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 6/15/23, Licensing Program Analyst (LPA) Joseph Pacheco conducted an announced Case Management inspection and met with Licensee, Keri Frazier and toured the facility both inside and outside. Licensee is requesting a capacity increase from 58 to 85 preschool children by adding Classroom 203. Currently facility utilizes Classrooms 101, 102 and 103 downstairs and Classrooms 201 and 202 upstairs. This facility is located on the premises of North Fresno Church. Facility operates most of the year but closes from mid-June through mid-July for Summer Break. Facility was closed and no children were present during today’s inspection. Days and hours of operation are Monday – Friday, from 7:30 AM to 5:00 PM. Facility has both full day and half day options. Meals and snacks are provided by parents but facility does have a supply of food in case a child either gets sent without food or requests additional food. LPA observed a water fountain in the downstairs hallway which Licensee stated is used to fill up water pitchers which then fills up the children’s water bottles. LPA advised Licensee to have full water pitchers in all classrooms so that water is always readily available in the classrooms. Licensee stated that if a child becomes ill, they are isolated in the Director’s office and use the staff bathroom while waiting to be picked up by their authorized representative. Both the Director’s office and staff bathroom are located in the lobby. Room measurements were taken and reviewed with Licensee. The square footage of the six preschool classrooms is approximately 2,872 square feet which will only accommodate 82 preschool children. Licensee amended her application during today’s inspection. Additional cubbies will need to be purchased to accommodate 82 preschool children. Outdoor measurements were taken during today’s inspection. The outdoor square footage measured to an approximate 4,875 square feet which will accommodate up to 65 preschool children. Licensee has requested a waiver to have classrooms use the outdoor play area at different times. The outdoor play structure provides adequate shade. A mature tree provides additional shade. Licensee is using rubber mats for cushioning under the outdoor climbing structure. LPA also observed a grass area. Licensee stated that a water pitcher is brought out on a cart and used to fill the children’s water bottles during outdoor activities. Outdoor storage is available for toys and equipment. Toys and equipment observed appeared to be age appropriate. CONTINUED ON LIC809-C

There are 9 toilets, 3 urinals and 12 sinks/hand washing fixtures in the facility which will accommodate the requested capacity of 82 preschool children. Children’s bathrooms are located both upstairs and downstairs separately from the classrooms. Licensee understands that staff are to escort children to and from the bathroom and always maintain visual supervision.
A fire clearance was approved by the City of Fresno Fire Department for 85 preschool children on 5/10/23. An updated fire clearance for 82 preschool children will be needed.

The following items must be completed prior to issuing a license by 6/22/23 or sooner.

Inside Daycare:
1) Anchor kitchen play equipment in all classrooms so it can not be tipped over.
2) Purchase an additional six cubbies to accommodate the requested capacity of 82 preschool children.

Pending a final file review, the new license will reflect the increase of the preschool capacity from 58 to 82 preschool children.
