25 | On 07/01/2021, Licensing Program Analyst (LPA) Juvenal Moctezuma & AGPA Stephanie Navarro conducted an announced prelicensing inspection and met with Site supervisor, Michelle Haaland & Director of Early Childhood, Lilith Assadourian. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on 4440 N. First St in Fresno, CA. The applicant is requesting a toddler component which will be tied to their preschool license. They are requesting a capacity of 24 Toddlers Ages 18-36 Months only. This program will operate year round from 7:30 AM to 4:00 PM Monday through Friday. This program will operate in classroom #1 & Classroom #2.
Michelle stated that they have paired up with Building Better Communities and they will provide Breakfast, Lunch, & 2 snacks. The food will get brought over and put in the kitchen which is inaccessible to children. There is microwave in case food needs to be reheated and refrigerator for food storage. There is hot running water in the kitchen. The knives and sharp utensils along with the medication will be stored in high cabinets so children wont have access to them. The kitchen will also remain closed and locked during day-care hours for extra precaution. Parents will be responsible for their child's formula, wipes, & diapers. Michelle stated they have a plan in place in case a parent forgets to bring their child food and/or items needed for care.
Staff will utilize the bathroom located right outside classroom #2 in the EPU Center for children. That building and the center is separated by a door which is remained closed and locked. Michelle stated that non childcare staff are working there and wont have access to come into the day-care center. A door alarm will also be added. Site supervisors office is also located on that side of the building. Ill children will be isolated in the Site Supervisor office and will use the staff bathroom when ill.
LPA observed that the classrooms had age appropriate toys. LPAs observed the center to be clean and free of toxins. LPA observed that the furniture and equipment inside the classroom appeared to be safe and in good condition. There is at least one working carbon monoxide detector in the center. There were enough chairs, tables, cots, and toys for children to play with.
