On 09/07/2021, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an announced prelicensing inspection and met with Site Supervisor, Amy Hirata, & Principal Jeanette Suter. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on 5680 N. Maroa Ave in Fresno, CA. Applicant is requesting a preschool capacity of 36 preschool children. This program will operate based on a traditional school year schedule from 7:00 AM to 6:00 PM Monday through Friday. This program will operate in classrooms labeled #24.

Morning & Afternoon snack will be provided by the center. Parents are required to provide their child with breakfast & Lunch. The center also has a way for the parents to buy their child lunch through the school portal - FACTS. Food will be prepared through a third party in the school kitchen which also has hot running water. The food will then be delivered to the classroom and disbursed to the children. The kitchen is in another building and inaccessible to children. LPA also observed a small kitchenette inside the classroom. There is a children's safety gate so children don't have access to it. The cleaning items will be stored underneath the kitchen sink which has magnetic locks for extra protection. The sharp utensils are stored in closed (magnetic Lock) drawer. The first Aid kit is in a high cabinet. LPA observed the staff bathroom inside the classroom which will remain closed and locked so children don't have access to it. Ill children will be isolated in the site supervisors office and will use the staff bathroom when ill.

The classroom was observed to be clean and free of toxins. The Laundry room area is also closed and locked. LPA observed that the furniture and equipment appeared to be safe and in good condition. The teachers desk has a computer & a Air Filter (Purifier). LPA advised Amy to make sure children don't have access to it or stick anything in it. Amy understood. LPA also reminded Amy to not store anything on top of the children's cubbies or book cases that could potentially fall on them. Amy understood. A working carbon monoxide is installed out in the classroom. Amy stated that she will have a sanitation table outside the classroom where staff will do wellness checks every morning during drop off and take the children's and staffs temperatures every day.

Room measurements were taken and reviewed with Amy. The total inside preschool area measured to an approximate 1,560 square feet which will meet the requested capacity. Amy will submit proof that there are enough cubby spaces for the requested preschool capacity that is being requested. LPA Observed plenty of tables and chairs. More cots/mats were ordered to meet the requested capacity. Amy understands that children's equipment need to match the capacity they are requesting.

Toys and equipment are age appropriate. The Cots will be stored in the classroom. Amy stated that bedding/sheets get sent home to parents to get washed every week on Friday. There will be a washer and dryer on site and can wash sheets if needed and will have extra sheets in case parents forget to bring their child one. There are a total of 4 toilets and only 2 sinks which will only accommodate 30 preschool children. Amy stated that the application will be amended and submitted for approval. There is a water dispenser in the storage closet which Amy stated that staff will use to fill out the children's water bottles which will be stored on top of a table next to the Kitchenette so water is readily available to children at all times. A water jug will be used to drink water outside. Amy stated they have extra cups or bottles in case a child forgets to bring theirs.

The approximate outside square footage for the preschool area is 3,283 which will accommodate the newly requested capacity of 30 Preschool Children. The preschool play area is gated and has mature trees that provide shade. Amy stated that they are getting a play structure later in the year. LPA reminded licensee to provide the specifications and notify licensing before/after completing the installation. There is a bike path, bikes, wood chips, and grass area. LPA reminded Amy to provide adequate supervision of children at all times.

A fire clearance for 36 preschool children was received and granted by the Fresno Fire Department on 8/10/2021. A new fire clearance will be sent out to meet the newly requested capacity of 30 preschool children.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. The following items must be completed prior to issuing a license by 09/21/2021.

· Submit proof of 30 cots/mats
· Fire Clearance
· Proof that there are enough cubby storage for 30 children.
· Anchor tall bookcases and cubbies to wall to prevent from tipping over.
· Submit missing application documents.

Pending a final file review, a recommendation will be made to license the above facility for a capacity of 30 preschool children.
