32 | The facility was operating within the licensed capacity and limitations. At least one staff member trained in CPR and Pediatric First Aid was present during operating hours and off-site activities. The Department had been notified of the current director and any fully qualified individuals designated to act in the director’s absence. All children were under continuous visual supervision by qualified staff, and teacher-to-child ratios were maintained.
LPAs reviewed a sample of children’s files and verified they contained required documentation, including emergency contact information and current medical assessments. Staff files reviewed contained health screenings, immunization records for influenza, pertussis, and measles, and proof of completed mandated reporter training.
LPAs discussed the Community Care Licensing Division (CCLD) website (www.ccld.ca.gov), which provides access to forms, regulations, Provider Information Notices (PINs), and quarterly updates. LPAs also reviewed reporting requirements outlined in Title 22, Section 101212. The director was reminded that all adults over the age of 18—including employees and volunteers, unless exempt under Health and Safety Code Section 1596.871—must have a criminal record clearance or exemption before being present in the facility. Violations may result in a civil penalty of $100 per day, up to five days—or up to 30 days for repeat violations.
Lead testing requirements under AB 2370 were also reviewed. This law requires licensed child care centers built before January 1, 2010, to test their drinking and food preparation water for lead by January 1, 2023, and every five years thereafter. Facilities licensed after July 1, 2022, must complete testing within 180 days of licensure. LPAs verified that the facility completed the required lead testing in accordance with PIN 21-21.1-CCP. This facility provides Incidental Medical Services (IMS). LPAs reviewed the storage of medications and related supplies, and examined relevant children’s, staff, and administrative records. For further IMS guidance, LPAs referred the director to PIN 22-02-CCP.
