25 | On 11/30/23, Licensing Program Analysts (LPAs) Joseph Pacheco, Nancy Her and Licensing Program Manager (LPM) Deborah Lowe conducted an announced pre-licensing inspection and met with Sanger Unified School District Coordinator of Early Education, Sandra Olivo. Also present were Sanger Unified School District representatives, Eduardo Martinez, Jimmy Robles and Timothy Lopez. LPAs and LPM provided technical assistance to the district representatives regarding the outdoor fence, gates and maintaining visual supervision during outdoor activities. LPAs and LPM observed the gate along the southern fence of the facility that leads to a parking lot was left wide open multiple times during today's inspection. LPA reviewed the reason of the inspection, and a tour of the center was conducted both inside and outside. The center is located at the address 2617 S. Fowler Ave. Fresno, CA 93725. Licensee is Sanger Unified School District. Site Supervisor will be Principal, Renae Cowings. This is a new facility, and the applicant is requesting a license for 24 preschool children ages 3-5. This facility does not provide a Toddler option program. This program will operate on a traditional school year schedule Monday through Friday with two half day sessions. The AM session is from 8:00 am – 11:00 am. The PM session is from 12:00 pm – 3:00 pm. This program will operate in Classroom P4 on the campus of Lone Star Elementary School. LPAs and LPM observed children in care during today’s inspection. Per Coordinator facility is currently operating a California State Preschool Funded Program that is exempt from licensure. Applicant is aware to contact the Fresno Community Care Licensing office for a change in classrooms and/or change in capacity. Staff will escort the children to the classroom and will conduct the daily health check.
Coordinator stated that the center will provide lunch for both the AM and PM sessions. Food will be prepared at the Sanger West High School kitchen and delivered to the facility daily. Ill children will be isolated in the staff office and utilize the staff bathroom. Facility will need to obtain a sleeping mat, cot, couch or bed to use when ill children are isolating.
The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. The cubbies and tall indoor play equipment are anchored to prevent tipping onto children in care.
