On 7/10/24, Licensing Program Analyst (LPA) Joe Pacheco conducted announced case management inspection and met with Sanger Unified School District Coordinator of Early Education (Coordinator), Sandra Olivo. LPA toured the inside and outside of the facility. The licensee is Sanger Unified School District and they are requesting a capacity increase from 24 preschool children to 48 preschool children by adding Classroom P1. Preschool program currently operates in Classroom P4. This program will operate on a traditional school year schedule Monday through Friday with two half day sessions. The AM session is from 8:00 am – 11:00 am. The PM session is from 12:00 pm – 3:00 pm. Facility was closed and no children were present during today’s inspection. Facility provides lunch for both the AM and PM sessions. Food is prepared at the Sanger West High School kitchen and delivered to the facility daily. Ill children will be isolated in the staff office in each classroom and utilize the staff bathroom located in each classroom. Cleaning supplies are inaccessible to children.
The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in the classroom appeared to be safe and in good condition. Facility has a working carbon monoxide detector in each classroom. LPA observed that there are plenty of tables, chairs and cubbies. LPA observed plenty of age appropriate items & toys.
Room measurements were taken and reviewed with Coordinator. The total inside preschool area measured to an approximate 2,085 square feet which will accommodate the requested capacity of 48 preschool children. There is a total of 4 toilets and 6 sinks/hand washing fixtures which will accommodate 48 preschool children. LPA observed a drinking water fountain in each classroom that children can freely access during indoor activities. LPA also observed drinking fountains in the outdoor play area that children can freely access during outdoor activities. Children bring water bottles from home that they can fill with water in both the indoor and outdoor activity areas. Facility provides paper cups for water consumption if a child needs them. The outdoor activity area measured to an approximate 19,363 square feet which will accommodate the requested capacity of 48 preschool children. Licensee has an approved waiver on file to have 24 preschool children share the outdoor activity area with Transitional Kindergarten and Kindergarten children at separate times.

 Licensee has submitted a request to have the waiver updated to reflect the newly requested capacity of 48 preschool children that is pending management approval. LPAs observed age appropriate toys and play equipment. LPAs observed a high climbing play structure with wood chips for cushioning. There is a shade structure above the high climbing play structure that provides a shaded rest area. Mature trees provide additional shade.

A fire clearance request for the above classrooms for 48 preschool children ages 2-6 was approved by the Fresno County Fire Department on 6/27/24.

Pending a final file review and approval of the shared outdoor activity area waiver, a recommendation will be made to license the above facility for a new capacity of 48 preschool children.

Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited.

Exit interview conducted and report was reviewed with Sanger Unified School District Coordinator of Early Education, Sandra Olivo.

A notice of site visit was given to Coordinator and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of this report is to remain in the facility for public review.
