On 8/8/24, Licensing Program Analyst (LPA) Joe Pacheco conducted an announced case management inspection and met with Director I, Sal Fonseca. Facility was closed on this date and no children were present during the inspection. Facility is located on the campus of West Fresno Elementary School. LPA toured the inside and outside of the facility. The licensee is Washington Unified School District, and they are requesting a capacity increase from 23 preschool children to 46 preschool children by adding Room 3. Facility currently operates in Room 4. This program currently operates on a traditional school year schedule from August through June, Monday – Friday 8:00 am – 2:30 pm. Facility provides breakfast and lunch in the school cafeteria. Food is prepared in the elementary school cafeteria. Staff will utilize the staff bathroom which is located near Room 4. Ill children will be isolated in the front office with the school nurse. There is a restroom in the nurse’s office for ill preschool children. Cleaning supplies are stored in cabinets which are inaccessible to children.
The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in the classroom appeared to be safe and in good condition. Facility has a working carbon monoxide detector in the classroom. LPA observed that there are plenty of tables, chairs, sleeping cots/mats and cubbies. LPA observed plenty of age appropriate items & toys.
Room measurements were taken and reviewed with Director. The total inside preschool area measured to an approximate 1,683 square feet which will accommodate the requested capacity of 46 preschool children. There are a total of 12 toilets and 12 sinks/hand washing fixtures which will accommodate 46 preschool children. Each classroom has one toilet and 3 sinks within it. Facility has an approved waiver to share a boys and girls bathroom with elementary school children that are located outside the preschool classrooms. LPA observed 2 toilets, 4 urinals and 3 sinks in the boys bathroom shared with elementary school children and 4 toilets and 3 sinks in the girls bathroom shared with elementary school children. LPA observed water dispensers from a water delivery service that provides drinking water to children during indoor activities. Facility also has igloo jugs and a paper cup dispenser to provide filtered drinking water during outdoor activities.

The outdoor activity area measured to an approximate 17,642 square feet which will accommodate the requested capacity of 46 preschool children. Facility has an approved waiver to share the outdoor activity space with Transitional Kindergarten (TK) and Kindergarten (K) children at separate times.
The preschool play area is gated all around. LPA observed age-appropriate toys and equipment. High climbing equipment was observed. Facility is utilizing fake grass on top of rubber cushioning for cushioning under high climbing equipment. Mature trees provide a shaded rest area. LPA reminded Director, Sal Fonseca to provide adequate supervision at all times. LPA observed construction taking place next to the current preschool outdoor play area. Temporary fencing was observed along the west side of the outdoor area. Children are permitted to reach the outdoor activity space safely.

A fire safety inspection was conducted by the City of Fresno Fire Department on 8/5/24 but LPA has not yet received paperwork directly from the fire department stating the facility has passed a fire safety inspection for 46 preschool children ages 2-6 in Classrooms 3 and 4.

Pending a final file review and receipt of documentation from the City of Fresno Fire Department showing a fire clearance for 46 preschool children has been granted, a recommendation will be made to license the above facility for a capacity of 46 preschool children.

Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited.

Exit interview conducted and report was reviewed with Director I, Sal Fonseca.

A notice of site visit was given to Director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of this report is to remain in the facility for public review.
