On 12/11/23, Licensing Program Analysts (LPAs) Joseph Pacheco and Denisia Jimenez conducted an announced pre-licensing inspection and met with Director, Loretta Gelegan. LPAs reviewed the reason for the inspection, and a tour of the center was conducted both inside and outside. This is a new facility, and the applicant is requesting a license for 54 preschool children ages 2-6. This facility will not be providing a Toddler option program at this time. The center is located at the address 1537 Fulton St. Fresno, CA 93721 and is requesting to utilize an outdoor activity space located at 1525 Fulton St. Fresno, CA 93721. Licensee is Cornerstone Assembly of God, Fresno who owns the property where indoor and outdoor activities will take place. Director stated that when the conference room at 1525 Fulton St. is not being rented out by the Applicant that children will be escorted to the outside area by staff through the room. An alternate route to the outside area will be for staff to escort children along Fulton St. to the outside area. This program will operate year-round Monday through Friday from 7:00 am – 5:30 pm. This program will operate in Classrooms 101 and 102 downstairs and Classroom 202 upstairs on the second floor. Applicant is aware to contact the Fresno Community Care Licensing office for a change in classrooms and/or change in capacity. Parents will escort the children to their respective classrooms and staff will conduct the daily health check.
Director stated that the center will provide breakfast, lunch and AM and PM snacks. Food will be prepared at the kitchen located at 1525 Fulton St which is owned by the applicant. Ill children will be isolated in the staff room (Room 103) and utilize the adjacent staff bathroom located in the room.
The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. The cubbies and tall indoor play equipment are anchored to prevent tipping onto children in care.
There are enough tables, cubbies, chairs, cots and plenty of toys for children to play with. LPA also reminded Director to not store anything on top of high shelves that could potentially fall on children. There is a working smoke detector and carbon monoxide detectors in the classrooms.
LPAs reviewed with Director, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur.

Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care.
Room measurements were taken and reviewed with Director. The total inside preschool area measured to an approximate 1,806 square feet which will accommodate 51 preschool children. A revised application for 51 preschool children will be needed. Director understands that children's equipment needs to match the capacity Cornerstone Assembly of God, Fresno is licensed for. Toys and equipment appear to be age appropriate. There is a total of 6 toilets, 2 urinals and 6 sink/hand washing fixtures which will accommodate the newly requested capacity of 51 preschool children. Applicant will be providing toilet training. Director stated facility will provide drinking water from a water vendor service. Children will bring water bottles from home to drink the water out of. Facility will have paper cups on hand in case a child forgets their water bottle. Director said facility will fill an igloo jug to bring outside to provide drinking water during outdoor activities. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
The outside square footage was not measured due to not all of the fencing being installed. There is a water fountain in the outside area. One piece of water fountain fencing was observed to have a tear in it that will need to be replaced. Fencing will also need to be put along the side that children will enter the outdoor area through when being escorted by staff along Fulton St. LPAs observed age appropriate toys and play equipment. LPAs observed adequate shade to provide a rest area for children. LPAs reminded Director that visual supervision is to be provided to children in care at all times.
Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

A fire clearance for a capacity of 54 preschool children ages 2-6 was approved and granted by the City of Fresno Fire Department on 11/16/23. An amended fire inspection for 51 preschool children will be needed.

Inside Daycare:
1) Repair electric plug in Room 102.
2) Fix handwashing sink in boys bathroom.
3) Remove poisons and hazardous items underneath sink in the kitchen used to prepare food.
4) Install water dispensers in each classroom.

Outside Daycare:
1) Install fencing along the backside of the outdoor area.
2) Fix pool fencing to make water fountain inaccessible to children.
3) Install fencing along the side children will be entering the outdoor area through when being escorted by staff along Fulton St.

A return inspection will be needed to verify the above items have been corrected.
