On 2/4/25 at 9:30 am, Licensing Program Analysts (LPAs), Joseph Pacheco and Nancy Her conducted an announced Pre-Licensing inspection for a change of ownership. Upon arrival, LPA met with Applicant, Kathy Towle. Applicant is requesting to be licensed for 87 preschoolers ages 2-5 in classrooms 1-4 and 8-10; 35 toddlers ages 18 months – 36 months in classrooms 5-7. Hours of operation will be Monday – Friday 7:30 am – 5:00 pm
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Applicant that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Applicant stated that they will be in a lock box in each building where the child’s classroom is. A fully equipped first aid kit is located in the Director’s office and there is a first aid kit in each classroom. There is an operational carbon monoxide detector on site located in each classroom. All required licensing documents were observed posted in the hallway outside of Room 2. Children will be signed in and out electronically on the Brightwheel App
LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space for the preschool component measured to an approximate 4,953 square feet which is sufficient to accommodate the requested overall capacity of 87 preschool children. Total indoor activity space for the toddler component measured to an approximate 1,225 square feet which is sufficient to accommodate the requested overall capacity of 35 toddler children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via pitchers. Facility has hydration stations throughout the facility that is used to fill the pitchers. Children bring sippy cups from home to consume the water. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 12/19/24 by the North Central Fire Protection District and by the City of Fresno Fire Department on 1/23/25.
In the toddler rooms, changing tables have at least 1” padding covered with moisture-resistant, washable material.

Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Potty training services are provided for either toddler children or preschool children if needed. Sleep logs for toddler children ages 18-24 months are kept in the child’s classroom. Needs and Services Plans and for toddler children ages 18-24 months are kept in the child’s classroom. LPA observed a total of 13 sinks and 13 toilets available for preschool children’s use. These are sufficient to accommodate the requested overall capacity of 87 preschool children. LPA observed a total of 4 sinks and 3 toilets available for toddler children’s use. These are sufficient to accommodate the requested overall capacity of 35 toddler children. There is a separate staff restroom in the main building next to the Director’s office equipped with a toilet and a sink. The isolation area for children who are ill will be the Director’s office and will use the staff bathroom.
Facility will provide AM and PM snack. Parents will provide lunch. Facility has a supply of food on hand in case a parent forgets to send their child to school without a lunch. The kitchen area currently includes refrigerator, freezer, and oven and is located in a separate building across the street. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via being stored in a separate area from the classrooms
The facility currently has a fully fenced playground area for each component. Wrought iron fencing is at least four feet high. The total square footage for all the outdoor activity space for the preschool measured to an approximate 40,083 square feet, which is sufficient to accommodate the requested capacity of 87 preschool children. The total square footage for all the outdoor activity space for the toddlers measured to an approximate 8,202 square feet which is sufficient to accommodate the requested capacity of 35 toddler children. Shade is provided via shade structures. Mature trees provide additional shade. There are sufficient outdoor age-appropriate toys and play equipment available on the playground(s). There are two preschool play areas that include high climbing play equipment which are properly anchored. The toddlers have two separate outdoor play areas. There is a high climbing play structure in the toddler outdoor area on the east side and a set of swings in the toddler outdoor area on the west side. There is adequate cushioning in fall zones of each climber provided by wood chip cushioning. Drinking water is available during outdoor play from hydration station water fountains. Children bring their sippy cups outside to fill from the hydration stations. LPA observed all hazardous items on the playground(s) to be inaccessible to children. Applicant, Kathy Towle was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Applicant, Kathy Towle was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with Applicant the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with Applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant, Kathy Towle was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
