On 3/8/24 at 9:00 am, Licensing Program Analysts (LPA’s), Joseph Pacheco and Elizabeth Torres conducted an announced Pre-Licensing inspection for an infant component. Facility is currently licensed for 70 preschool children ages 2-6 but is applying for a decrease in capacity to 34 preschool children (License number 103810120). Facility is also currently licensed for 32 school age children ages 6-12 but is applying for a decrease in capacity to 28 school age children (License number 103810121). Facility is applying to add an infant component with a requested capacity of 24 infants. Upon arrival, LPAs met with Director, Joslyn Dixon. The infant component will operate in classroom 1, the preschool component will operate in classroom 2 and the school age component will operate in classroom 3. This facility will operate year round. Hours of operation will be Monday – Friday, 6:30 am – 6:00 pm with full day and half day options.

All indoor and outdoor activity space utilized for the children were inspected today. LPAs informed Director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Director stated that they will be in in the director’s office. A fully equipped first aid kit is located in the first aid cabinet of each classroom. There is an operational carbon monoxide detector on site located. All required licensing documents were observed posted in the lobby. Preschool license and school age license’s are posted in the lobby. Children will be signed in and out at the front desk.

LPAs continued to tour the facility and measured all indoor and outdoor activity spaces. Total indoor activity space for the infant classroom measured to an approximate 1,081 square feet which is sufficient to accommodate the requested capacity of 24 infants. Total indoor activity space for the preschool classroom measured to an approximate 1,247 square feet which is sufficient to accommodate the requested capacity of 34 preschool children. Total indoor activity space for the school age classrooms measured to an approximate 1,129 square feet which is sufficient to accommodate the requested capacity of 28 school age children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment,

including tables, chairs, cubbies, napping cots/mats, cribs, bookshelves, and other activity supplies for the children. Infant toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard.

Facility utilizes a water delivery service to provide drinking water. Staff fill pitchers which are located in each classroom. The water from the pitchers is used to fill water bottles provided by the facility. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 2/22/24 by the City of Clovis Fire Department for 34 preschool children, 28 school age children and 24 infant children.

In the infant room(s) high chairs and feeding tables have broad-based legs, wooden and plastic seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a see through partition. This barrier was observed to be four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in the infant classroom. Needs and Services Plans and Sleep Plans are kept in the infant classroom.

LPAs observed a total of 3 sinks and 3 toilets available for children’s use in the preschool classroom. LPAs observed 2 toilets and 3 sinks in the school age classroom. LPAs observed 3 toilets and 3 sinks in the infant classroom. The infant room(s) have at least one potty chair or toilet for every five infants. These are sufficient to accommodate the requested overall capacity of 34 preschool children, 28 school age children and 24 infant children. There is a separate staff restroom equipped with a toilet and a sink which will be the bathroom sick children who are isolating will use. The isolation area for children who are ill will be in the Director’s office.

Facility will provide breakfast, lunch and AM and PM snack. The separate kitchen area currently includes freezers, refrigerators, ovens and sinks. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. The kitchen is inaccessible to children via a door lock.

The facility currently has three fully fenced playground areas for each component (infant, preschool and school age). Brick walls surround the perimeter of the entire outdoor area. Each outdoor space is separated by a chain link fence that is at least four feet high. The total square footage of the outdoor activity space for the preschool is 2,077 square feet which is will only accommodate up to 27 children. Applicant will request a waiver for preschool children to use the outdoor space at separate times so as not to exceed more than 27 children outside at one time. The total square footage for the infant outdoor space is 4,818 square feet which is sufficient to accommodate the requested capacity of 24 infants. The total square footage for the school age outdoor space is 11,431 square feet which is sufficient to accommodate the requested capacity of 28 school age children. Shade is provided via pop up tents in the infant outdoor space. The preschool outdoor space has a shade structure over the high climbing play equipment. Mature trees provide shade in the school age outdoor play area.

There are sufficient outdoor age-appropriate toys and play equipment available on the playground(s). There is a high climbing play structure for ages 2-5 in the preschool outdoor area and a high climbing play structure and swings in the school age outdoor area for ages 5-12. There is no high climbing play equipment in the infant outdoor area. There is adequate cushioning in fall zones provided by wood chip cushioning. Drinking water is available via filled water pitchers that Director stated will be brought outside to fill children’s water bottles provided by the facility. LPAs observed all hazardous items on the playground(s) to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Inside Facility:

1) LPA Pacheco to review with management to determine whether the changing table in the infant classroom is sufficiently within arms reach of a sink while in use. Changing table and sink are located next to each other but separated by a wall.

Director, Joslyn Dixon understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.

Pending a final file review, completion of the above item and approval of the waiver for the preschool outdoor activity area, a recommendation will be made to license the above facility for the requested capacity of 34 preschool children, 28 school age children and 24 infant children.

LPA reviewed with Director the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
