25 | On 1/28/24 at 8:30 am, Licensing Program Analyst (LPA), Joseph Pacheco conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPA met with Director, Molly Bennett. Also present was Facility Representative Abigail Bispo. Applicant is New Covenant Community Church and they are requesting to be licensed for 135 preschoolers ages 2-5 years old in classrooms 100-102 and 105 – 108 and 110; and 15 toddlers ages 18 months – 36 months in classrooms 103-104. Hours of operation will be Monday – Friday 7:30 am – 5:30 pm. This facility will operate year round.
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Director stated that they will be in a cabinet in the director’s office. A fully equipped first aid kit is located in the kitchenette area and in the main lobby. There is an operational carbon monoxide detector on site located in each classroom. All required licensing documents were observed posted in the front lobby of the facility. Children will be signed in and out at the front lobby.
LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space for the preschool classrooms measured to an approximate 4,845 square feet which is sufficient to accommodate the requested overall capacity of 135 preschool children. Total indoor activity space for the toddler classrooms measured to an approximate 803 square feet which is sufficient to accommodate the requested overall capacity of 15 toddler children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. Toddler toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via an outside water vendor service and delivered regularly. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted by the City of Fresno Fire Department for 135 preschool children and 15 toddler children on 1/23/25.
