25 | On 9/10/24 at 8:00 am, Licensing Program Analysts (LPAs), Joseph Pacheco and Ka Vang conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPAs met with Director, Beth Nelson. Applicant is Fresno Learning LLC and they are requesting to be licensed for 122 preschoolers ages 2-6 in classrooms 5 - 11 and 40 infants ages 0-2 in classrooms 1 -4. Hours of operation will be Monday – Friday 6:30 am – 6:30 pm. This facility will operate year-round.
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Director stated that they will be in a cabinet in the Director’s office. A fully equipped first aid kit is located in the reception area and in a red backpack in each classroom. There is an operational carbon monoxide detector on site as part of the built in fire prevention system. All required licensing documents were observed posted in the front lobby area. Children will be signed in and out at either the receptionist desk or in the child’s classroom via an electronic application.
LPA’s continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured for all preschool classrooms measured to an approximate 4,217 square which is sufficient to accommodate up to 120 preschool children. Applicant will be amending its application to 120 preschool children. Total indoor activity space measured for all infant classrooms measured to an approximate 1,484 square feet, which is sufficient to accommodate the requested overall capacity of 40 infant children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, cribs, bookshelves, and other activity supplies for the children. Infant toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via water provided by a water vendor service to fill pitchers located in each classroom. Children bring their own water bottles from home, but the facility keeps cups on hand in the event a child does not have a water bottle. LPA observed all hazardous items to be inaccessible to children. Ants were observed near the changing table in Classroom 11 (Pre-K). There are no bodies of water or weapons on the property.
