On 06/04/2024, Licensing Program Analyst (LPA) Ka Vang conducted an unannounced inspection to conclude the complaint investigation that was initiated on April 02, 2024. LPA met with Licensee Lanetta Whittle and discussed the purpose of the inspection and the investigation finding. A tour of the home was conducted, and census was taken as well.

During the course of the investigation, LPA interviewed staff members, daycare children, and other who were familiar with the facility. During the investigation inspection, facility records were also reviewed. With all the information gathered during this investigation, it was revealed that staff discipline children by redirecting and positive reinforcement; however, it was also disclosed that a daycare child was being allegedly spanked by a staff member.

Therefore, although the allegation above may have happened or is valid, there is not a preponderance of evidence to prove the allege violation of staff spanked children in care did or did not occur. As a result, the allegation is unsubstantiated.

Per the California Code of Regulations, Title 22, Division 12, Chapter 3, no deficiency was cited during today's inspection.

An exit interview was conducted with Licensee Lanetta Whittle. A copy of this report and appeal rights were provided.
