On 07/20/2023, an Informal Conference meeting was conducted today at the Fresno Regional Child Care Office. In attendance at this meeting was: Licensing Program Manager (LPM), Rene Mancinas, Licensing Program Analyst (LPA), Jeovanna Yanez, and Licensee, Esther Navarro. The purpose of this meeting was to discuss recent violations of Title 22 Regulations.

The following Type A violations cited on 7/13/2023, were discussed with Licensee:
  • Type A - 102416.5(b) Staffing Ratio and Capacity - (b) For a Small Family Child Care Home, the maximum number of children for whom care may be provided at any one time, including children under age 10 who reside at the licensee's home, shall be one of the following: (1) Four infants; or (2) Six children, no more than three of whom may be infants; or (3) More than six and up to eight children, without an additional adult attendant, only if the criteria in Section 1597.44 of the Health and Safety Code are met. Upon arrival at the facility. LPA observed a total census of 10 children. 3 out of the 10 children were infants, with no assistant present. This poses an immediate risk to the health, safety, or personal rights of children in care.
  • Type A - 102425(f) Infant Safe Sleep - (f) An infant shall not be swaddled while in care. Upon arrival, LPA observed an infant in a play yard asleep, swaddled with a blanket. This poses an immediate risk to the health, safety, or personal rights of children in care.

Licensee has submitted proof of corrections for the above-mentioned citations and the deficiencies have been cleared. LPA provided technical assistance on the topics of Capacity and Infant Safe Sleep. During this meeting, it was discussed that similar violations of Title 22 Regulations and failure to maintain compliance may result in a Non-Compliance conference and that the licensee may be referred to the Legal Division for possible Administrative Action.

A copy of this report was given to Licensee. No deficiencies were cited during today’s meeting.
