On May 4, 2023, Licensing Program Analysts (LPAs) Nancy Her and Ruby Ocegueda conducted an announced pre-licensing inspection and met with Education Services Manager, Helen Uyeda. LPA reviewed the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located at 2751 Fig Street, Selma, CA 93662. This is a new facility and the applicant is requesting 16 preschool children ages 2-6. This facility does not provide a Toddler option program. This program will operate year-round. This facility will provide full-time care from 7:30 AM to 5:30 PM Monday through Friday. This program will operate in one classroom with a partition in the middle separating classrooms. Applicant is aware to contact the Fresno Community Care Licensing for a change in classrooms and/or change in capacity. Parents will take their children to the classroom and staff will conduct the daily health check.

Assembly Bill 2370, Chapter 676, Statutes of 2018 requires all Child Care Centers (CCCs) that are located in buildings constructed before January 1, 2010 to test their drinking water for lead contamination by January 1, 2023 and every 5 years thereafter. This facility has provided evidence of completed water testing for samples collected on 02/24/2023 with no action level exceedances noted.

Helen Uyeda stated that the center will provide breakfast, lunch and AM/PM snacks. The kitchen has been made inaccessible to children in care. The knives and sharp utensils are stored in the drawers. There is hot running water in the kitchen. Staff will utilize the hallway bathroom. Ill children will be isolated in the staff office next to the kitchen and utilize the staff bathroom.

The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. The shelving units are anchored to prevent tipping onto children in care. There are enough tables, cubbies, chairs, mats and plenty of toys for children to play. LPA also reminded Center Education Services Manager to not store anything on top of high bookcases that could potentially fall on children. There are working smoke detectors and carbon monoxide detectors in classrooms, located on the ceiling and in the kitchen.

LPA reviewed with Education Services Manager, Helen Uyeda, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. There is a restroom with at least one toilet and one sink.

Room measurements were taken and reviewed with Education Services Manager, Helen Uyeda. The total inside preschool area measured to an approximate 986 square feet which will accommodate the requested capacity of 16 preschool children at a time. There is adequate storage space available for children's belongings in the classroom. Education Services Manager understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 2 toilet and 3 sinks/hand washing fixtures which will accommodate the requested capacity of 16 preschool children. Applicant will be providing toilet training. There are changing tables with handwashing fixture in the bathrooms to meet children’s needs. The center will have a water dispenser with disposable cups installed to provide water to the children.

The approximate outside square footage for the preschool area is 1760 which will accommodate requested capacity of 16 preschool children. The preschool play area is gated all around. Education Services Manager stated that a playground structure and shade structure is going to be installed. Applicant is going to use safe surface turf to cushion fall zones. LPA reminded Education Services Manager, Helen Uyeda, to provide adequate supervision at all times.

The first fire clearance of 16 consisting of 16 preschool children was received on 04/17/2023. Fire clearance was approved by Selma FD Fire Prevention.

Currently, this facility does plan to provide Incidental Medical Services – IMS. The following will need to be corrected before licensure:

· Water dispenser installed with cup dispensers

· Toys, play structure, shade structure, cement track for the outside play yard will be installed.

· Rocks, holes, uneven ground, and other hazardous items in the play yard will need to be made safe for children.

· The storage cabinets in front of the kitchen/office needs to be anchored.

· In girls bathroom, the changing table needs a changing pad.

· In the boys bathroom, a changing table will need to be installed with a changing pad.

· Both bathrooms will need to have storage shelving units installed.

· Classroom B’s entrance door has rust. The wall outside classroom A has rust. Rust will need to be taken care of.

· Ceiling tiles that are chipped, lifted, or has water stains will need to replaced/fixed.

· The outdoor passageway from classroom to playground is going to be constructed into a cement walkway.

· The bolts on the fencing will need to be shaved and made smooth.


· The space under the fence door that leads out to an open space measures 7 inches. The entrance to the playground from the classroom measures 9 inches. It will need to be reduced.

· Sheets for the cots, pillows, and blankets will need to be available.

· An igloo with cup dispenser will be made available to provide water outdoors.

· The rugs in the classrooms have curled edges that are a tripping hazard. They will need to be secured to the floor.

Pending a final file review, a recommendation will be made to license the above facility for the requested capacity of 16 preschool children.
