25 | On 4/23/24 Licensing Program Analyst (LPA) M. Garza arrived for an announced pre-licensing inspection visit. LPA was met by Licensees, Jerome Esteban, Maricris Esteban and Administrator, Sally Esteban. LPA introduced self, reason for visit and was permitted entry into the facility.
Facility is in the process of pre-licensing. Currently there are no residents residing at the facility. Fire clearance was approved for 6 non-ambulatory residents.
Tour of facility inside and out was completed. All required postings are posted. Common areas observed with adequately furnishings and lighting. LPA observed an extra supply of linens and personal hygiene/grooming products. Kitchen observed with dishes, plates and utensils. Cleaning supplies/chemicals observed in a locked garage cabinet. Medications will be kept in a locked file cabinet off the kitchen. Fire extinguishers present and last serviced 8/16/23. Smoke and carbon monoxide detectors are present and operational at time of visit. Exits free of obstructions. Facility has a functioning phone. Phone number is: (559) 458-5206. First aid kits observed with required items. Water temperature measured at 108.8 degrees F in master bathroom.
The following issues were observed during todays visit. 2 of 4 bedrooms observed without required lamps, night stands and dressers. Outside walkway observed to have tripping hazard with a 2-4 inch drop to level ground. Master bedroom door has a 2 inch drop that is a potential tripping hazard. 2 of 2 side gates are not self latching and 1 of 2 gates was missing latch.
Due to corrections being needed, the Component III was not conducted during this pre-licensing visit. Administrator will contact CCL and reschedule for a re-inspection once corrections have been made. At this time the facility is not ready to be licensed.
