On 7/14/26 at 9:03am, Licensing Program Analyst (LPA) Tammy Dutra conducted an unannounced complaint inspection and met with licensee Rebecca Stafford. It was alleged that a child was left in soiled diaper for an extended period of time, specifically that a child (C1) was left in a diaper all day.

The licensee was interviewed on 4/22/26 at 10:20am and denied the allegation. The licensee stated that she believes C1 is a child who is potty training. Licensee believes C1 is a child who is wearing a diaper or pull up during nap time and toileting throughout the day. Licensee stated that children are changed throughout the day. Licensee said they normally change children’s diapers three times per day.

One staff, (S1) was interviewed on 4/22/26 and denied the allegation. S1 stated they believed C1 was a child in the process of potty training. S1 believed that possibly the reason C1 was left in the same diaper was due to them using the restroom throughout the day. S1 stated they check diapers at least two to three times per day and change children as needed.

Four parents were interviewed on 7/2/26 and 7/13/26. All parents stated they had no concerns regarding diapering. All parents indicated the facility uses a consistent number of diapers while their children are in care and do not have any noticeable signs of inconsistent diapering. P2 stated they removed their child from a previous facility due to inconsistent diapering and have never had any issues since their child was placed in care at this facility.

During the investigation LPA interviewed the licensee and staff working at the facility who denied the allegation. LPA also interviewed parents with children attending the facility who denied the allegation. Based on interviews and observation there was not enough evidence to prove a child was left in soiled diaper for an extended period of time. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated.

Exit interview conducted and report was reviewed with the licensee Rebecca Stafford. Appeal rights were provided.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
