On 07/22/2025 at 10 a.m., Licensing Program Analysts (LPA) Kiriko Lynch and Noah Wheeler visited the center for the purpose of a complaint investigation visit. It was alleged lack of supervision resulted in sexual touching between children, specifically one alleged incident when three children were in the restroom at the same time without staff present. It was also alleged staff are not preventing child from injuring other children, specifically an alleged series of incidents when two children were allowed to hit and tease one child on multiple occasions without staff intervening. On 05/06/2025, LPAs interviewed owner/licensee Lisa Paul, and she stated children are supervised while using the restroom and no child has been inappropriately touched by another child at the facility, while in the restroom or otherwise. She stated the incident never happened at the facility, and denied the allegation. She also stated staff always intervene when a child hits another child, and separate the children as needed, and denied the allegation. She stated they use time out as a discipline for the child who hit and comfort the child who was hit. On 05/16/2025, the Investigative Branch (IB) conducted an interview with the complainant’s child, and it was revealed there was not a lack of supervision by staff during the alleged incident.

Three parents (P1-P3) were interviewed on 07/18/2025 and there were no disclosures regarding either allegation, and stated they have not personally witnessed any incidents related to the allegations. Three staff (S1-S3) were interviewed on 07/22/2025 and there were no disclosures regarding either allegation, and stated they have not personally witnessed any incidents related to the allegations. Staff stated they are always present when children are using the restroom and will assist if needed and help out with handwashing, and the incident did not happen. Staff also stated they always intervene when children hit or tease other children, children are talked to and separated, and the child is comforted and time out is utilized as a discipline method as needed with the other child. Five children (C1-C5) were interviewed on 07/22/2025, and there were no disclosures regarding basic care or supervision issues. During the complaint inspection visits, LPAs observed the facility staff were providing adequate care and supervision to children and operating within capacity and ratio. Although the allegations may have happened or are valid, there is not a preponderance of the evidence to prove that the alleged violations occurred, and the findings are unsubstantiated. Exit interview conducted with teacher, notice of site visit posted, and appeal rights provided.

On 07/22/25 at 10 a.m., Licensing Program Analysts (LPA) Kiriko Lynch and Noah Wheeler visited the center for the purpose of a complaint investigation visit. It was alleged staff did not report incident to authorized representative. On 05/06/2025, LPAs interviewed owner/licensee Lisa Paul regarding the allegation. She stated she did not tell the parents/guardians of one child she failed to replace a child’s pull-up/underwear after changing the child. She stated she did this due to the parents not wanting their child in pull-ups, although the child came to the center in a pull-up. She stated she was going to go get a pair of underwear for the child, but the transition period was chaotic due to a staff being on vacation, and they forgot to put the child in underwear, and the parents/guardians discovered it after picking up their child from the facility. Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, Title 22 is cited on the attached LIC 9099-D. Exit interview was conducted, notice of site visit posted, and appeal rights were provided.
