On 03/19/25 at 1:45 pm, Licensing Program Analysts (LPA) Kiriko Lynch conducted an unannounced complaint inspection and met with licensee Morgan Duncan. It was alleged that staff handled child in a rough manner, specifically that a staff (S1) pushed a child (C1) hard who fell back and hit their head while in the bathroom at the home. It was also alleged that staff did not report incident to appropriate parties, specifically the parent was not told by Licensee or staff (S1) of their child hitting their head and sustaining a head bump injury while in care. The Licensee was interviewed on 01/08/25 and admitted the incident had occurred and she had self-reported to Licensing after it happened; however, licensee and S1 stated they failed to report it to the parent until the next day due to another incident had happened the same day which caused stress with both Licensee and S1 and they forgot to report it to the parent. Staff (S1-S2) were interviewed 03/13/25, and 03/17/25. S1 admitted to the incident and stated it was accidental, she swept C1’s foot off her leg while standing up, and C1 fell back unexpectedly hitting his head in the bathroom area, and she immediately comforted C1 and checked for a head bump or other injury and didn’t find one at the time. S1 stated no children are forced to use the bathroom, but they have to "do a try" before naptime. S1 admitted she did not report to the parent but had let Licensee know, and Licensee stated she had done so.

S2 stated he did not notice any usual behavior from C1 during and after nap on the day of the incident. Three children (C2-C4) were interviewed on 01/30/25, and there were no disclosures regarding any staff handling children in a rough manner, and children stated they liked their teachers and teachers help them if they need to use the bathroom or if they get hurt. Three parents/guardians (P1-P3) were interviewed on 03/13/25 and there were no disclosures regarding any children sustaining unreported injuries while in care, or staff handling children in a rough manner. LPAs also observed appropriate care and supervision provided to children in care while at the home. Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegations are found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D. Exit interview conducted with Licensee, notice of site visit posted, and appeal rights provided.
