On 01/21/2026 at 10:20 a.m., Licensing Program Analyst (LPA) Julieta Abrego conducted an unannounced complaint inspection for the purpose of delivering the complaint findings for the above listed allegations. Upon arrival, LPA met with Director Becky Green and proceeded to tour the facility. During today's inspection, five children were interviewed. The following ratios were observed.

In classroom #2 there were 19 children with three staff members.
In classroom #3 there were 15 children with two staff members.

During the course of the investigation, records were reviewed, interviews were conducted with the reporting party, director, staff, children in care, and daycare parents. It was alleged that staff handled children in a rough manner, staff did not accord children dignity in their relationship with staff or other persons, and staff interfered with child's meal.

The director denied all allegations, stating she did not observe and was not aware of any of the alleged incidents. Staff interviewed denied observing any staff handle children in a rough manner, speak to children in an inappropriate or disrespectful manner, or interfere with children’s meals. Staff explained that appropriate guidance for challenging behavior includes getting down to the child’s level, speaking calmly, allowing time for self-regulation, and offering alternative classroom options when needed. Staff further stated that children are always permitted to finish their meals and are provided with additional time if necessary. Staff explained that the classrooms are separated by an accordion wall that remains open throughout the day, allowing children to move freely between rooms. Out of the five children interviewed, two stated that they observed a staff member grabbing children by their arms when they misbehaved. Parents interviewed stated they did not have any concerns regarding staff interactions, children’s treatment, or mealtime practices.

Due to the conflicting information obtained during the course of the investigation and the absence of witnesses to corroborate the alleged incidents, LPA was unable to determine whether the allegations occurred. Although the allegation(s) may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur; therefore, the allegation(s) are UNSUBSTANTIATED.
