On 06/08/2022, Licensing Program Analyst (LPA) Melissa Guirit and Licensing Program Manager (LPM) Loretta Dyson conducted a Pre-Licensing inspection. LPA and LPM met with applicants, Samudra De Alwis and Nautika De Alwis. LPA and LPM toured all areas of the facility for a health and safety inspection. No children were present at the time of this inspection. The hours of operation are Monday to Friday 6:00 AM to 6:00 PM. Facility will utilize paper sign in/out.
Measurements are as follows:
Indoor: 891.12 sq ft. = 25 children
Outdoor: 1,457 sq ft. = 19 children

A fire clearance, with a total of 40 children, was received from the Albany Fire Department.

LPA and LPM observed that the classrooms has sufficient lighting and appears to be clean and in good condition. There are 2 toilets and 2 sinks for children to utilize. LPA and LPM observed an ample supply of age appropriate activities, equipment, furniture, and are equipped with varied age appropriate materials and equipment. LPA and LPM observed outdoor play area, they are fully fenced and have ample supply of age appropriate activities, equipment, and furniture.There is sufficient cushion to absorb a child's fall under the play structures. LPA and LPM observed ample amount of shade for children.

The building has a fully charged 3A40BC fire extinguishers, working smoke detector, carbon monoxide detector and first aid supplies. There is a working telephone at the center. LPA and LPM did not observe any hazardous items that would be accessible to children. Per Director, children will be bringing their own lunches and water bottles, with water still accessible to children inside and outside. The isolation area will be in the hallway.

Director, Nautika De Alwis is a fully qualified preschool director.

If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPA reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

Preschool license for a capacity of 25 preschoolers will remain pending until the fencing is completed and the waiver for the outdoor play space is received. There are no deficiencies being cited today and exit interview conducted.
