On 8/30/23 at 10:50am, Licensing Program Analyst (LPA), Martha Malane arrived at the facility for the purpose of a pre-licensing inspection. Upon arrival, LPA met with applicants, Veronica Acevedo and Gabriella Sanchez and was led on a tour the facility. Applicant is requesting a capacity of 30 preschool children (age 2-5 years). Applicant’s planned hours of operation are Monday - Friday 7:30am - 5:30pm.

The indoor space measured a total of 1113.20 square feet which is sufficient to accommodate 31 children; however, applicant is only requesting a capacity of 30.
The Classroom is equipped with age-appropriate furniture including mats and cots for napping, tables, chairs, cubbies, bookshelves and other materials for children. There are two (2) toilets and three (3) sinks available for use, which is sufficient to accommodate the requested capacity of 30.

Drinking water is available inside and outside via refillable water bottles brought from home and bottled water provided by the facility. There is a separate restroom for staff located next to the children’s restroom. The isolation area located next to the office and staff restroom will be utilized if a child becomes ill. Disinfectants and cleaning solutions are kept inaccessible to children. Facility provides snacks and lunch. The facility will utilize manual sign in/out sheets. There is an operational carbon monoxide detector. There is a first aid kit available with required supplies.

The outdoor activity spaces measured a total of 2506.71 square feet which is sufficient to accommodate 33 children; however, applicant is only requesting a capacity of 30. Shade is provided via a shade structure. There is no high climbing equipment. LPA observed toys and outdoor play equipment for children’s use. Proper supervision and placement of staff outside was discussed to ensure the safety of children at all times.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

For child care center licenses issued after July 1, 2022, the facility water shall be tested for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP); LPA provided applicant with a copy of the PIN. LPA referred applicant to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.
LPA reviewed with applicant the LIC 311A, Records to Be Maintained at the Facility, for child’s records, personnel records, administrative records, and documents to be posted and a CDPH286 form for immunization records.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
