On 2/25/2025 at 10:45am, Licensing Program Analysts (LPAs), Selina Siao and Luigi Gargaro conducted an announced Pre-Licensing inspection to add an infant component and removal of the toddler component of the current licensed preschool with facility #136608102. Upon arrival, LPAs met with applicant Alejandra Meza. Applicant is requesting to be licensed for 10 infants (12 months and walking to 24 months) in classroom #1 and 30 preschool children (ages 2 to kindergarten) in rooms #2, #3 and #4. Hours of operation will be Monday to Friday 7:30am to 5:30pm. This facility will be consolidated with the existing license to a single license facility upon approval.

All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Director/Licensee Alejandra Meza that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Alejandra Meza stated that they will be in a high cabinet located in the office. A fully equipped first aid kit is also kept in the high cabinet in the office. There is an operational carbon monoxide detector on site located in the infant room #1. All required licensing documents were observed posted in the hallway by the entrance. Children will be signed in and out by the front entrance door at the playground.



LPAs continued to tour the facility and remeasured all indoor and outdoor activity spaces. Total infant indoor activity space room #1 measured to be 365.24 square feet and the preschool classrooms #2, #3 and #4 measured to be 1061.17 square feet. Both the infant and preschool indoor activity space is sufficient to accommodate the requested capacity of 10 infants and 30 preschool children. LPAs observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via the children’s own water bottles and it gets refill by the water dispenser located by the hallway near the entrance. Facility order water from Primo water delivery services. LPAs observed all hazardous items to be inaccessible to children. Director stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 2/11/2025.

Feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Sleep logs will be kept in the infant room. Needs and Services Plans and Sleep Plans will also be kept in infant room inside a binder, and it shall be updated quarterly.

There shall be at least one potty chair for every five potty training infants. LPA observed a total of 1 sink available for the infant and there are 4 sinks and 3 toilets available for the preschool children’s use. These are sufficient to accommodate the requested capacity. There is a separate staff restroom equipped with 2 toilets and a sink. The isolation area for children who are ill will be the Director’s office and the staff’s restroom.



Facility provides AM and PM snacks to children. The kitchen area currently includes a sinks, microwave, toaster, and refrigerator. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children by having the door closed but Director was advised to put a child safety door lever lock.

The facility currently has a fully fenced playground area which is separate from other components. The playground vinyl fencing is at least four feet high. The total square footage for the infant outdoor activity space measured to be 812.36 square feet, which is sufficient for the requested capacity. The preschool outdoor activity space measured to be 1685.11 square feet, which is only sufficient for 22 children at one time, insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via patio covers and sail shades. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the preschool playground that appears to be age appropriate for preschool children ages 2 to 5 years old. There is adequate cushioning in fall zones of climber provided by rubber cushioning mats. Drinking water is available via the children’s own water bottles when the children are outside. LPAs observed all hazardous items on the playground to be inaccessible to children. Applicant was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with Director Alejandra Meza LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The following corrections are needed prior to the issuance of the single license:

· Applicant shall submit a waiver for the preschool outdoor activity space to the department.
· Update the parent handbook to include licensing inspection authority to interview children and staff members without consent.
· Update the parent handbook to include the requirement to be enrolled to the infant component 12 months and walking.
· Provide daily activity schedule for the infant and preschool component.
· Remove the little tike slide in the infant yard to the preschool yard.
· Put door numbers on the doors for all four classrooms.
  • Add safety lever lock for the kitchen door.

Applicant Alejandra Meza understands that all proof of corrections must be provided to the Department within 7 days, or the application may be denied.
