On November 17 2022, at 2:00 pm, Licensing Program Analysts (LPAs), Gloria Gonzalez and Julissa Valle conducted a complaint inspection to deliver findings and met with Helper, Julissa Fernandez Aguirre regarding the above allegations. LPAs advised Aguirre of the purpose of the inspection and conducted a tour of the facility. There were 7 daycare children and 1 staff member present during the inspection. Licensee arrived at the facility on or about 2:50 pm.

During the course of the investigation interviews were conducted with Licensee, several daycare parents, several daycare children, 2 neighbors and 1 staff member. Licensee denied the above allegations. Licensee and Aguirre state they do not discipline children inappropriately and they do not leave daycare children unattended. Due to conflicting information obtained from the interviews and although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur. Therefore the above allegation is found to be unsubstantiated.
