25 | On August 29, 2023, at 11:00 a.m., Licensing Program Analyst (LPA), Gloria Gonzalez conducted an unannounced Annual Required Inspection and met with the helper, Martha Cecena Delgado and Licensee, Guadalupe Vizcarra Meza arrived on or about 11:30 am. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Delgado. Four (4) daycare children, (of whom 3 were infants) and one (1) staff member was present in the facility during this inspection. This facility is a two story, 4 bedroom, 3 bathroom house and attached studio (2 bedrooms and 2 bathrooms). Licensee accompanied LPA inside and out of the facility during this inspection. The following areas used for child care are: kitchen, living room, dining room, downstairs bathroom #1, downstairs bedroom #1, tv room, and backyard. Off limits areas are closet by staircase, laundry room, and all of upstairs (bedroom 2,3,4, bathroom 2,3), studio, and garage, and are inaccessible through use of a door knob cover and a safety gate. Hours of operation are: Monday through Sunday from 4:00 am to 12:00 am.
The fire extinguisher, smoke detector, and carbon monoxide detector met requirements. Not all hazardous items were made inaccessible to children during the inspection. LPA observed a bucket of paint in the back yard patio. The licensee has toys, play equipment and materials available. The home has a fenced backyard available for outdoor activities at time of inspection. The fence has a small opening and Licensee states she will have it fixed today. LPA advised to have full supervision when children are using the backyard. The upstairs is not used and is gated off at the bottom of the stairway and the Licensee understands the gate must be in place when children under five years are present during day care hours. No bodies of water observed on the premises during the inspection. Licensee stated there are no weapons in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances. |
