On March 5, 2025, at 09:10 a.m., Licensing Program Analyst (LPA), Jacqueline Macias conducted an unannounced Annual Random Inspection and met with Licensee, Ana Palacios Torres. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. Also present in the home during this inspection was Licensee’s Spouse Joel Olguin and four (4) infant daycare children. This facility is a two story, four (4) bedroom, three (3) bathroom house. Licensee accompanied LPA inside and out of the facility during this inspection. The following areas used for child care are: kitchen, dining room, family living room, half of the backyard, and the bathroom located on the first floor. Off limits areas are Laundry room, garage, and bedrooms #1-4 & bathrooms #2, #3 on the second floor. The laundry room and the garage are both made off limits with doorknob covers that are installed on their respective entry door handles. The second floor of the home is made off limits with a secured child safety gate that is installed at the bottom of the home staircase. Hours of operation are: Monday- Sunday 5:00am to 11:59 pm.

The fire extinguisher, smoke detector, and carbon monoxide detector were inspected and met requirements. Hazardous items were made inaccessible to children during the inspection. The licensee has toys, play equipment and materials available. The home has a fenced backyard that Licensee has separated into two parts. One side for personal use and the other side for daycare use. One section of the backyard is inaccessible by a secured fence. Licensee states she provides direct supervision at all times when children are conducting outside activities. The upstairs is not used and is gated off at the bottom of the stairway and the Licensee stated she understands the gate must be in place when children under five years are present during day care hours. Licensee states there are no bodies of water on the premises and LPA did not observe any bodies of water during the inspection. Licensee stated there are no weapons in the home. A review of staff records on this date indicates that all facility staff and other individuals who require caregiver background checks have received criminal record and child abuse clearances.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee’s First Aid and CPR certification expires on 02/2027. Licensee has required immunizations on file. Licensee completed Mandated Reporter Training on 7/12/2023 and expires on 07/23/2025. Facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on 10/02/2024.

During the inspection, LPA observed one play yard for each infant who is unable to climb out of the play yard. Play yards are free from all loose articles and objects. Licensee physically checks on sleeping infants up to 24 months of age every 15 minutes. An Individual Infant Sleeping Plan [LIC 9227 (3/20)] is maintained for each infant up to 12 months of age. Licensee states she places infants up to 12 months of age on their backs for sleeping. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA provided and discussed the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Licensee was also provided information regarding SIDS, Lead exposure and Shaken Baby Syndrome.

LPA and Licensee discussed California Megan's Law and LPA provided:www.meganslaw.ca.gov. During the exit interview, Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

LPA advised Licensee if there is an unusual incident to report to call Licensing within 24 hours and to follow up with an LIC624B within 7 days. LPA discussed and provided Licensee with the following: child care advocates email address: childcareadvocatesprogram@dss.ca.gov.


Incidental Medical Services (IMS) policy was discussed with Licensee Ana Palacios Torres. Licensee states she does not have any children that require IMS. LPA informed Licensee if she has any children that require IMS, to inform Licensing. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA advised the Licensee that prior to making alterations or additions to the home or grounds, the Licensee shall notify the Department of the proposed change.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Licensee was licensed on 10/25/2023. On 12/10/2024, licensee submitted a fire clearance request. Fire clearance was granted on 02/06/2025. LPA observed ample space for care for up to 14 children.

The maximum capacity for a large family child care home: 12 children (with a qualified assistant) with no more than 4 infants; or (with landlord consent) 14 children (with a qualified assistant) with no more than 3 infants, 1 child enrolled in kindergarten or elementary school and 1 child at least age 6 including children under age 10 who live in the licensee's home. When there are no Qualified Assistants present, the capacity reverts to the requirements for a Small Family Child Care. A Large Family license may be issued upon final file review.

A Notice of Site Visit (LIC 9213) was given to Licensee Ana Palacios Torres and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. LPA observed LIC 9213 was posted. Appeal Rights (LIC 9058) was provided.

An exit interview was conducted and the report was reviewed with Licensee, Ana Palacios Torres.
