On January 22, 2025, at 2:05pm Licensing Program Analyst (LPA), Ali met with Applicant for the purpose of conducting a Pre-Licensing Inspection. Applicant is requesting to provide care and supervision for a Small Family Child Care Home for the capacity of 8 children. However, Applicant has one children that count towards her capacity. Max capacity is 7 children. Currently residing in the home is applicant, husband, and their two minor children and two adult children. All adults residing in the home have a Criminal Record Clearance DOJ/FBI and Child Abuse Index Clearance. Applicant and LPA toured the home indoors and outdoors to ensure the home meets licensing requirements. Applicant is requesting the days and hours of operation will be: 6:00 AM to 5:00 PM, Monday through Friday. Per applicant, no overnight care will be provided. Applicant is English and Spanish speaking.

Physical Plant: This is a single-story home with three bedrooms and two bathrooms, a kitchen, living room, dining room, laundry room, and car port area. The home is inspected for safety, comfort, cleanliness, telephone service, and proper ventilation. There is no landline phone but a cell phone. The home has central heating and air conditioning. All windows have screens and are free of cracks, bugs, and debris. There is no fireplace. Kitchen was inspected there were no hazardous or dangerous items. The sharp utensils and knives were stored inside a locked middle drawer inaccessible to children next to refrigerator #1.

Refrigerator #2 is in the laundry room. The refrigerators/ freezers are both working.

Dining/seating for at least six children were counted. Detergents/cleaning compounds are kept in the laundry room in top cabinets need to be inaccessible to children. Applicant stated she will safety latch the cabinets. Medications are stored in locked pantry cabinet in the kitchen. The exit door in the laundry room leading to the backyard and dryer door needs to be made inaccessible to children in care.

Childcare Area: LPA observed age-appropriate furniture, toys, and books for the children. LPA observed 1 play pen for infant napping. No napping equipment observed for older children. The Applicant is made aware that they need age-appropriate napping furniture for the capacity prior to licensing. All unused electrical outlets are covered. The isolation area is in the kitchen near bathroom until the parent can pick up the child. There are no blind cords on the windows.

Daycare Bathroom: The bathroom (is located between the master bedroom and laundry room) was toured and inspected the sink/toilet are operable. Children will access the bathroom through the laundry room. There were toiletries and cleaning supplies are inaccessible to children under the sink. The bathroom was clean, sanitized, and in good repair. LPA observed one toilet seat adjuster for the younger children for the age range of potty training. The door into the master bedroom is accessible to children. Applicant stated she will place safety latch on the door.

Outside: The backyard was inspected. The backyard is fenced all around. There is artificial grass and concreted area for active play. There is one dog “Lucas” who has kennel outside. There are 7 chickens and 3 rooster in the locked chicken coop. Per applicant, the dog is vaccinated and will be interacting with the day care children. LPA observed vaccination record. LPA observed no bodies of water on the premises. The bbq grill in the backyard needs a cover to make it inaccessible to children in care. The large tool cabinets to the left of house (14), dark brown cabinets to the right of the house (3), and side gate next to shed needs to be inaccessible to children.

Off Limit Areas: Bedroom #1 (needs safety latch), Bedroom #2, Bedroom #3, and bathroom #2.

Others:

Current Pediatric CPR/First Aid are on file. Preventive Health and Safety Training, Mandated Reporter, and Immunization's for TDAP are on file. Postings: Emergency Disaster Plan, Earthquake Preparedness Checklist, and Notification of Parent's Rights. LPA did observe a parent board posted. The Safe Sleeping Regulation was shared with the Applicant. Fire extinguisher observed is a 2A10BC reading in the green which does meet Fire Marshall standards. The smoke and carbon monoxide detectors (tested at 3:48pm). Per applicant, there are no weapons or firearms in the home. LPA did not observe any firearms or weapons. First Aid Kit and fire extinguisher observed by LPA in the hallway closet accessible to children. Per Applicant, the hallway closet will be made inaccessible to children. Incidental Medical Services (IMS) policy was discussed. Transportation will be provided.

LPA observed that Applicant driver’s license expires 12/2027, vehicle registration is expires 10/2025, and the vehicle insurance expires 7/2025.

The following information was discussed with the Applicant:

The following were discussed: No smoking, infant walkers, johnny jumpers, exersaucers and any other item that falls into that category which are not permitted in the facility. The LPA also discussed earthquake safety and necessity of drills, required forms for children’s files, facility files, posting requirements, and penalties. Applicant was reminded about ensuring proper care and visual supervision at all times.



Applicant was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The Applicant was reminded to report Unusual Incidents. A report shall be made to the department by telephone or fax during the department's normal business hours before the close of the next working day following the occurrence during the operation of family day care home.

In addition, a written report shall be submitted to the department within seven days following the occurrence of any events specified above. The Applicant was informed to utilize the Unusual Incident Report/Injury Report Form LIC624B when submitting the report to the department.

LPA discussed the safe sleep regulations with the Applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/
safe-sleep as an additional resource. LPA also informed the Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Provided Applicant with an Infant Sleep Plan form LIC 9227 and the sleep log.

Beginning on January 1, 2018, Assembly Bill 1207 (2015) requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Applicants must meet requirements as a precondition to licensure. New employees shall have 90 days from date of employment to complete training as required. The training may be conducted at the following website www.mandatedreporterca.com.

Facility does not meet Title 22 Regulations. The Applicant is not yet ready for licensure. The Applicant has aware of the changes listed below to make their family childcare home meet Title 22 Regulations with the following:
· Daycare bathroom-needs safety latch on door leading into the master bedroom.

. Laundry room-needs safety latches on all cabinets (4).

. Laundry room-needs safety latch in dryer.

. Laundry room-needs safety latch on the door leading into the backyard.

. Need 4 mats for napping.

· Master bedroom-needs safety latch for the door leading into the kitchen.

· Hallway closet-needs safety latch.

· Backyard-needs safety latches (14) on tool cabinets next to sliding door.

. Backyard-bbq grill needs a cover.

. Backyard-side gate next to shed needs lock.

. Backyard-dark brown cabinets on the right side of house all need safety latches.

As a result of this inspection, corrections are needed before a childcare license can be issued. Corrections are to be completed by 1/30/2025.
