On 02/24/22 Licensing Program Analysts (LPA) Araceli Gibson, conducted an unannounced annual inspection. LPA met with Teacher Christina Austin and Director Angie Esparza. This preschool has two separate classroom and play yards. LPA toured the facility, both indoors and outdoors to inspect areas accessible to children in care.

HOURS OF OPERATION: Year round services Monday through Friday; AM Session 07:30 AM to 5:30 PM Lunches are provided by their authorized representative and snacks are provided by the facility.

There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. No poisons were observed during the inspection.

Playground and furniture equipment is in safe condition, free of sharp, loose or pointed parts. LPA observed an indoor area in an entry way in need of repair (see 809D) for further. The surface of the outdoor activity space is maintained in a safe condition. LPA discussed with the director as a best practice to do a daily walk through of the play yard to maintain a clean and safe play yard for the children. All toilets and handwashing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. All kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. Drinking water is available both indoors and outdoors. Areas around high climbing equipment, swings and slides have cushioning material to absorb falls. The facility is free of flies, insects and rodents. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements.

Before working or volunteering in a licensed child care facility, all individuals subject to a criminal record review have a clearance or exemption. There are no excluded individuals present at this center. Licensee is aware that upon notice from the Department, any excluded individual must be immediately removed from the center. Capacity and limitations as specified on the license are being maintained. Continue 809C

At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at offsite activities. The name of the child care center director or fully-qualified teacher designated to act in the director’s absence has been reported to the Department. Authorized are physically signing children in/out of the facility. All children are under supervision, including visual supervision, of a teacher at all times while virtual learning format. Facility maintains a ratio of one teacher supervising no more than 12 children in care when in person learning is conducted. LPA reviewed a sample of children’s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment. LPA reviewed a sample of staff files and observed files were complete with health screening, immunization records for influenza, pertussis and measles and current documentation of completed mandated reporter training. All staff have met the requirement of completing the Mandated Reporter Training every 2 years.

Incidental Medical Services (IMS) are currently being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. LPA and Licensee discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.

Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, the following deficiency is being cited: (see next page, 809 D) Licensee was provided a copy of their appeal rights.

This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.

Based on observation the licensee did not comply with the section cited above LPA observed in the entrance hallway to preschool room there is a small ledge or step about 2 inches high that needs repair it could be a tripping hazard for staff and children.which poses a potential health, safety or personal rights risk to persons in care.
