25 | On 2/10/23, Licensing Program Analyst (LPA) Jessika Thompson met with Director Deni Webb for an unannounced case management inspection. A complete file review was conducted prior to today's inspection. LPA toured the facility, and a census was taken.
An Unusual Incident Report was submitted to the Fresno Community Care Licensing Office (CCL) regarding an incident that occurred on 12/21/22, involving a day-care child whose finger was mistakenly caught within a door hinge, which resulted in an injury to the child’s finger. Today, LPA spoke with Staff #1 who reportedly witnessed the incident as it occurred. Staff #1 indicated that Child #1 was running in and out of the restroom located near the napping area, when another child attempted to close the door to the restroom, resulting in Child#1’s finger being closed within the door hinge area. Staff #1 stated that first aid was immediately provided to Child#1, who reportedly sustained a bruised finger and broken fingernail. This incident was reported to Child #1’s parent, who arrived to the facility to check on the child immediately thereafter. According to staff, the child’s parent assessed the child’s injury, provided further aid, and assisted in bandaging the child’s finger. The child remained in care for the completion of the day; no further issues were reported. Today, LPA inspected the area where the incident took place. The licensee has attached a door guard to the hinge area of door in question, which prevents finger accessibility. Staff reported that Child #1 has attended care, without a break in service, since the injury occurred. It was reported that Child # 1 has fully recovered.
Director Webb stated staff ensures that adequate care and supervision is provided to all children in care. Director Webb stated that staff have been instructed to closely monitor children as they occupy the napping area, and when they are entering and exiting the restroom. Based on the information obtained, LPA determined that the licensee took appropriate measures to address this incident, following both internal policy and Title 22 Regulations.
Per California Code of Regulations, Title 22, Division 12, no deficiency was cited during today's inspection. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Director Webb. |
