13 | On April 2, 2024 Licensing Program Analysts (LPAs) Kari McWilliams and Jose Penate conducted an unannounced complaint investigation and met with Director Amber Lytvneynenko. LPAs toured the facility and a census was taken. LPAs informed Director Lytvneynenko the purpose of the inspection, to provide findings of the above allegation that staff did not allow parents in the classroom.
During the investigation LPA McWilliams completed thorough staff and parent interviews; interviews consisted of staff, present and past parents and Director Lytvneynenko. During interview with Director Lytvneynenko, she stated that there is a line of tape and a stop sign stopping parents at the door inhibiting them from going to classrooms.
Based on LPA McWilliams interviews that were conducted, the preponderance of evidence has been met, that parents were not allowed in the classrooms, that would result in a parental rights violation. Therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulation, Title 22, Division 12 and Chapter 1 are being cited on the attached LIC 9099D.
