On 10/252022, LPA Pete Espinoza conducted a Case Management Inspection and met with Karen Kiser, Licensee. The center is located at 3400 Calloway Drive, Suite 500 in Bakersfield 93312. Licensee is requesting to include Toddler Option on the Preschool License. The requested capacity is a total of 59 children that include 48 preschool children, ages 2-6 years old and 11 children enrolled in the Toddler option, ages 18 months to 36 months. Days and hours of operation are Monday through Friday, 6:30 AM - 6:00 PM. Children get brought into the reception area where staff conduct temperature checks and then get escorted to their classroom.

Lunch, morning and afternoon snacks will be provided and prepared on site in kitchen. Children have option to bring their own lunch if so desired. There is a sink with hot water inside kitchen to use for food preparation. Ill children and staff will utilize the bathroom located adjacent to front entrance. Ill children will be isolated in Director's office.

Preschool children will occupy Lunch/Snack/Craft Room, Preschool, Preschool Room & Preschool (Purple Carpet). Children enrolled in the Toddler option will occupy Toddler Component

Measurements of indoor activity space for Preschool program were taken and reviewed with Licensee. The total usable square footage for Preschool program is approximately 2,231 square feet, which will accommodate the requested capacity of 59 Preschool children that includes 11 children in Toddler Option and 48 children enrolled in Preschool Program. Measurements of indoor activity space for Toddler Option were taken and reviewed with Director. The total usable square footage for Toddler option is approximately 392 square feet, which will accommodate the requested capacity of 11 children enrolled in Toddler Option. The total usable square footage for Preschool children is approximately 1,839 square feet, which will accommodate the requested capacity of 48 children enrolled in Preschool program. There is a total of 4 toilets and 4 sinks/hand washing fixtures which will accommodate the requested capacity of 59 Preschool children that includes 11 children in Toddler Option.

The approximate outside square footage for the Preschool program is 1,840 square feet, which will accommodate a maximum of 24 children. Licensee will submit a waiver requesting to alternate use of the outside play area based on use of Toddler Option (11 children) and no more than 24 Preschool children at any one time during the day. LPA reminded Licensee to provide adequate supervision at all times, to ensure outside capacity does not exceed 24 children at any one time AND that Preschool children will not be commingled with children enrolled in Toddler Option. The Preschool outside play area is fenced and gated all around. LPA observed age appropriate toys, a bike path and a swing. There are no structures in the outside play area.

A fire clearance of 64 Preschool children that includes Toddler Option was approved & granted by the Kern County Fire Department on 10/17/2022.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.
LPA also informed title, name, of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Pending a final file review and completion of above items, a recommendation will be made to license the above facility for the requested capacity of 59 Preschool children, ages 2-6 years old that includes 11 children enrolled in Toddler Option.

Exit interview conducted and report was reviewed with Karen Kiser, Licensee.
