On 05/12/2025, Licensing Program Analyst (LPA) Octavia Nolan and Licensing Program Manager (LPM) Cynthia Brannon, conducted an unannounced complaint inspection to investigate the above allegation. LPA met with Director Amanda Guinn and discussed the allegation. LPA took census and a tour of the facility.

During the inspection, LPA conducted interviews, collected documents, and completed observations. LPA observed staff providing care to school age children and received physical evidence of staff providing care to infants during the month of April.

The allegation of staff providing care to children that are not preschool age has been investigated. Based upon information gathered through interviews and observation, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED.

(a) A licensee shall not operate a child care center beyond the conditions and limitations specified on the license, including the capacity limitation. This requirement is not met as evidenced by: based on observation, interview and documentation, staff has been providing care to infants and school age children which poses a potential health, safety or personal rights risk to persons in care.

Per licensee, she will stop providing care for school age children by the close of business on May 16, 2025. This will allow parents time to find other form of child care. Licensee shall provide written documentation that she is aware that she cannot provide care to infants or school age children. Said documentation shall be provided to Fresno South Community Care Licensing office no later than 5/16/2025.
