13 | On 09/24/2025, Licensing Program Analyst (LPA) Sonja Navarrette conducted an unannounced complaint inspection to provide findings. LPA met with Director, Jennifer Bess who accompanied LPA during tour of facility both inside and outside. LPA explained the allegations, and a census was taken. LPA interviewed witnesses, parents, reviewed sign-in/out sheets, and facility records. During the investigation, witnesses revealed there is not sufficient information to support that staff speak inappropriately to infants in care and staff handled infants in care inappropriately.
The investigation revealed through interviews, and review of records that although the above allegations may have happened or are valid, there is not a preponderance of evidence at this time to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.
Per California Code of Regulations, Title 22, Division 12, Chapter 1, no deficiencies are cited during today's visit. Exit interview conducted and report was reviewed with Director Jennifer Bess.
A notice of site visit was given and must remain posted for 30 days.
Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
