On 04/17/2025, An unannounced complaint inspection was conducted today by Licensing Program Analyst (LPA), Anita Tristan. LPA met with Assistant Director, Candice Lujan. LPA advised the purpose of today's inspection is to close the complaint investigation. LPA toured the facility and a census was taken.

During investigation, LPA observed and toured facility, LPA interviewed staff, children, and parents, reviewed facility records.

Regarding the allegation staff speaks inappropriately in front of day care children, has been investigated and based off of interviews this allegation did in fact occur at the facility.

After conducting interviews, information was gathered that staff including management speaks inappropriately in the presence of daycare children. This is a violation of the Personal Right of children in care.

LPA reminded all staff including management to be mindful of how they speak to each other around children in care.

This agency has investigated the complaint. After interviews and LPA observations the above complaint allegation and the preponderance of evidence standard has been met; therefore, the above allegation is found to be SUBSTANTIATED.

The Director will provide an all-staff training regarding Title 22 Regulation 101223(a)(1). This training will include viewing Community Care Licensing (CCL) video titled “Children’s Personal Rights in Child Care”. This video can be viewed by accessing the Departments website

Based on interviews conducted it was founded that staff including management speaks inappropriately in front of day care children. Which poses a potential risk to the health, safety, and personal rights of children in care.
