On 05/12/2025 Licensing Program Analyst (LPA) Anita Tristan conducted an unannounced complaint inspection to provide findings for the above allegation. LPA met with Director, Laurie Curbow. LPA reviewed the allegation, and a census was taken.

During the course of this investigation LPA conducted interviews, reviewed documents and observed classrooms.

This agency has investigated the complaint alleging adult spanked child in the presence of daycare children. Based on interviews conduct the incident did occur at the facility; however, the adult was not an employee of the facility. This is a violation to the personal rights to the health and safety of the children in care.

Based upon information gathered through interviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED.

Per California Code of Regulations, Title 22, Division 12, Chapter 1, a Type B deficiency is to be cited.

Exit interview conducted with Director, Laurie Curbow. Plan Of Correction/Appeal Rights were given and discussed.

A Notice of Site Visit was provided and will be posted for 30 days.
