Licensing Program Analyst (LPA) Robert Gutierrez conducted an unannounced complaint inspection to provide findings. LPA met with Assistant Director, Brianna Contreras. Director Jennifer Coburn arrived at the facility shortly after. Licensee accompanied LPA during tour of facility both inside and outside. LPA discussed the allegation and a census was taken. During the course of the investigation LPA interviewed staff, parents, and reviewed facility records. Based on the interviews conducted it was determined that during and post COVID parents were not allowed to enter the day care upon request. Parents were either offered appointments to enter the facility or were told to come back when children were not in care to tour the facility. If the number of children in care was low, parents were allowed to watch their child(ren) from the hallway through a glass window.

Although the allegation facility staff is denying daycare child's authorized representative access to the facility may have happened or is valid, there is not a preponderance of evidence based on the comments to prove the alleged violation occurred, therefore the allegation is UNSUBSTANTIATED.

Per California Code of Regulations, Title 22, Division 12, Chapter 1, no deficiency is cited during today's inspection.

An exit interview conducted with Director Jennifer Coburn. A copy of this report and Appeal Rights were provided and discussed with Director, Jennifer Coburn.

A Notice of Site Inspection Form was posted on parent's board and must remain posted for 30 days.
