On 04/28/2022, Licensing Program Analysts Pete Espinoza & Kari McWilliams with Licensing Program Manager Juvenal Moctezuma (Staff) conducted an announced prelicensing inspection and met with Gina Black, Director. Staff explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located at on the campus of Valley Schools located at 48 Manor Drive in Bakersfield. This is a new facility and the applicant is requesting 40 preschool children ages 2-6 years old. This program will operate year-round. This facility will provide full-time options from 7:00 AM to 5:30 PM Monday through Friday. This program will operate in classrooms 210, 211, 202, 203, 314, 315 & 316. Children get brought into the reception area where staff conduct temperature checks and then get escorted to their classroom. Staff reminded Gina that the Public Health Department and CDC strongly recommends for staff and children to wear face masks indoors.
Director stated that the center will provide a morning snack, & afternoon snack only. Lunch will be provided by the parents and center has a plan in place in case a parent forgets to bring their child's lunch. Cleaning supplies will be stored in each classroom in high cabinets that will not be accessible to children. Staff will utilize the staff bathroom located on the west side of the office. Ill children will be isolated in the isolation room located next to the children’s bathroom and utilize the staff bathroom.
The classrooms were observed to be clean and free of toxins. Staff observed some of the furniture and equipment to have rips and tears. Applicant stated they will remove items from children’s classrooms. Applicant will also submit proof that there are enough tables, chairs, cots, and plenty of toys for children to play. Staff also reminded Gina to not store anything on top of high bookcases that could potentially fall on children. There is a working carbon monoxide detector inside classroom 211.
LPA reviewed with Gina Black, Director, that any future changes to the classroom(s) are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care.

Room measurements were taken and reviewed with Gina Black, Director. The total inside preschool area measured to an approximate 3,204 square feet which will accommodate the requested capacity of 40 preschool children at a time. During today’s inspection Applicant decided to increase capacity to 60 preschool children. Applicant amended application ( LIC 200A) to indicate requested capacity of 60 preschool children. Applicant understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 4 toilets and 9 sinks/hand washing fixtures which will accommodate the requested capacity of 60 preschool children. Drinking water will be provided by pitcher and disposable cups.
The approximate outside square footage for the preschool area is 6,250 which will accommodate amended requested capacity of 60 Preschool Children. The preschool play area is gated all around and will be shared with Valley Schools studentas. There are two play areas available for children to play. The main front play area has a play structure which is missing an age sticker. There is poured rubber to cushion the fall zones and has enough shade where children can rest and get water. The other play area has grass available and is fenced all around. Licensee will submit request for Waiver to share play area with Valley Schools students.
A fire clearance of 40 preschool children was approved & granted by the Kern County Fire Department on 07/20/2021. A new fire clearance will be requested for approval of capacity of 60 preschool children in Rooms 202, 203, 210, 211, 314, 315 & 316.
This facility plans to provide Incidental Medical Services – IMS. Licensee will submit Plan of Operation that includes IMS to the Department. Gina was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Outside Play Area:
Bottom of fence around outside of play area is loose at bottom enabling access to parking lot; Licensee will fix fence.
Applicant will provide sticker for Structure indicating age appropriateness and/or Inspection by a Certified Playground Inspector.
Applicant will re-paint any structure or bench where paint is observed as chipping/peeling.
Applicant will secure the drain cover to the concrete.
Applicant will provide water and cups with dispenser for outside water source.

Applicant will submit updated Admission Agreement, IMS Plan of Operation and letter indicating all Valley Schools staff will be fingerprinted and associated to preschool.
Pending a final file review and completion of above items, a recommendation will be made to license the above facility for the requested capacity of 60 preschool children.

LPA also informed Gina Black, Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
The following items must be completed prior to issuing a license by 5/19/2022.
Inside Daycare:
Flooring is dirty with buildup of spots. Applicant will provide receipt for cleaning service to shampoo carpets throughout.
Applicant will provide drinking water with pitcher and cups with dispenser in all classrooms without drinking fountains.
LPA observed furniture and equipment that was ripped and/or broken. Applicant will repair and/or replace ripped and/or broken furniture and equipment.

Applicant will ensure all toilets are in good condition; lids and covers.
Applicant will remove all toilet plungers
Applicant agreed to remove stall bathroom doors.
Applicant will install portable storage (cubbies) in classrooms.
Staff observed 39 cots in classroom and 1 cot in isolation. Applicant will order 21 cots.
Applicant will provide complete First Aid Kit that includes:

Current edition of first aid manual
Sterile first aid dressing
Bandages or roller bandages
Adhesive tape
Scissors
Tweezers
Thermometer
Antiseptic Solution
Applicant will store medications in office
Applicant will install screens on all windows that open.
Applicant will place one trashcan with tight fitting lid in each classroom.
Several rooms have lights that do not work accordingly. Applicant will ensure all lights work accordingly
Applicant will provide step stools for classrooms with drinking fountains and hand washing stations in restrooms.

Applicant will provide refrigerator for storage of foods and beverages capable of progressive growth of microorganisms
